i'm the director of the san francisco bay chapter in the sierra club, we have 30 thousand members in alameda and san francisco county, we urge you to move forward. the contract that we are negotiating with shell, north america is for 100% california renewable standard energy as you know and it is i believe you'll see a letter in your packet that we're trying to put additional confines to encourage the use of union facilities energy production facilities. that is only a contract for 250 to 30 megawatts of energy, the initial vision of cleanpowersf is for almost 250 megawatts of energy, the entire load of the non-municipal build rinsing san francisco is over 500 megawatts of electricity consumption at its peak, there is a lot of room for this program to grow and where we want to take it is local renewable generation that creates good, green jobs, local green jobs. what we need to do is establish a rate base so that we have some leveraging ability to do that local build-out. your staff has done a good job of bringing the price down so people won't opt out of the program that people can afford to stay in, pg&e have reso

the needs of our small businesses in san francisco, help them understand and navigate the complex structure in getting a business opened within the city and county of san francisco. initially, primarily, we were going to be about helping you understand licensing and permitting requirements, but, really, shortly after we open our doors, we understood that we were also, as a government entity, a place for people to come when they want to know about loans, about writing a business plan. where to go to do that, where to go to get assistance. we are also a resourced. when we do see people in our office, many of them are a year or two out from even opening their business, so we will ask them what their credits for is, have they done their business plans, do they know what they're capital needs are going to be, how much money they have, how much money they are going to need to open their business. based upon those questions, we will direct them to the sba for workshops, courses. there is other entities that also provide workshop courses score as well in terms of helping to write business plans. also helping to educate the distinction between the micro

san francisco are higher. 75 percent of our jail population is a pretrial felony population. i think you have to put some numbers in context as to who is our inmates in san francisco city county jails. the population demography reflects 60 percent african american inside the county jail system, 21 percent white and 15 percent latino. we have done studies in the past that show that at least a 3rd of our jail population would be eligible for some form of pretrial release through programs that have been designed through pretrial release, they have been very effective. i know will looeng of our shop can report on figures. i can give you ideas of jail dates that have been avoided. the numbers are significant. supervised release, we saved 43551 jail days. for 2011, with court atable accountable was 88059 and o.r. is 25,000. county sheriff's have been empowered to be able to use their discretion for early release and to use our discretion to help reroute people into alternatives to incarceration with monitoring release. but in the program we have under crowding. our jail maximum population is about 2400. our average for the last 15 months has been under 1600 inmates per day. we are

mayor lee first began working for the city and county of san francisco in 1989 as the investigator for the city's first whistle blower program. prior to employment with the city and county of san francisco, he was the managing attorney for the asian law caucus. i first met ed in 1992 when he became the executive director for the human rights commission and we were both 16. that's two decades ago, ed. i watched him soon become the director of city purchasing and then going on to become the director of public works. i think ed is the only mayor in city history that can carry tlau on the campaign promise to fill the potholes because he actually knows how and he's the only mayor in city history that can say he actually knows every single city street because his crews probably paved them. i have had the privilege of working alongside ed for many years in city government. he has always been a cherished colleague and friend to everyone in city hall. he's done the job, he gets the job done, never wanting credit, just the satisfaction of doing the right thing for the people he serves in the cit
