that we performed for san francisco county transportation authority. i want to talk to you about the process and the methodology for this study before we begin, a compensation study we work to determine three variables, one is which agencies we are going to be studying as part of this process. and we chose seven agencies that we felt best represented the labor market for the authority. we were looking at factors that just focus services and population serves and ties to the agency and budget, and geographic proximity is important with the bay area being a fairly distinct market. the seven that we chose are alamena transportation, san francisco municipal agency, conser authority, and lngs tras pourtation, mtc, sanmatao, and the santa clara valley, transportation authority. we also needed to work with the agency to determine which classifications we would be serving in the market. and because of the variety of classifications and their unique, we usually survey two-thirds, and in this case we did 14 out of the 18. we did not look at the executive directo

liz bryson with the san francisco county transportation authority. and the authority has been very involved in sort of coordinating san francisco's input into the funding process. we've had a really great experience working with all of the relevant agencies, the planning department, the sfmta's mayor's office of housing, among others. there has been some real successes as a result of that coordination and we've had great wins for san francisco in that process. so, sarah gave a great overview of the new requirements of doing this joint regional land use and transportation plan as a result of [speaker not understood]. just a little bit of background on the transportation component of that. the region a.m. transportation plan, this is something that the region has been doing for many, many years, updated every four years, and it's important to note a little bit about the regional transportation is and is not. so, it kind of has two roles. on the one hand it is a sort of symbolic policy commitment by the region of what the region's transportation investme

county, transportation authorities that are designated to them. the sensitivity here is that there has been concern in the mayor's office about who in san francisco would provide the nomination list. so i just wanted to make sure that you were aware that this bill is moving through the process. three things that i wanted to update you on that are policy oriented outside of the legislation matrix. cap and trade and this is something that has been unfolding for about a year and a half and auctions have been conducted and revenues have flowed in not quite at the level that were projected a year ago, last year two major bills were signed by the governor that provide the framework for how the auction revenues will be invested to benefit california. and last year, ab 1532 established a process, and sb 535 set aside up to 25 percent for disadvantaged communities. and today, the governor in compliance will be taking the draft investment plan that had been provided and developed by the inner resources board, and using that as a framework for proposing allocations to a variety of agencies who will then, i believe will have to see the details and made a rev
