when i accepted the responsibilities for organizing san francisco's fleet week, the guidance given to me by our honorary co-chair was bring the fleet back to fleet week and make it productive with a mission. lewis has played a big part. i would like to introduce the third fleet commander, this is his ship, we're grateful to be on the ship and had the third fleet with us, please help me welcome vice admiral gerald beeman. >> good morning, everybody, thank you so very much for joining us. i know some of you thought i was the warm up band for the rock stars that are going to be here lately. but honestly it's a great honor to be able to host the third seminar. i would like to thank the san francisco fleet week association for helping put this together and grow this into the nation's largest emergency planning event. i don't know how many of you know it, but as a result of the success that we have had here developing partnerships, folks from this association and the conglomeration of people that take part have been called upon not only other places in the united states, but in fact we have

fleet week got involved with a humanitarian mission back in october in the earthquake in van, turkey. there's a heavy kurdish in san francisco and the ... better recover from their event and how to better prepare in the future from the katz traufk event that had taken place would not occur. we got a phone call at the fleet week association to ask if we could help bring together some resources and leet a fact-finding mission and we did that. one of our panelists is up here, second from your left, rob dudgeon, he's with the department of emergency management and he's the director of emergency services. rob's organization has been instrumental in creating the program that we have from back in 2010 all the way through to today and i know in the future we're already talking about putting together a hot wash of everything we've learned through 2012's fleet week. so rob is going to talk about the van, turkey mission. from turkey we have rear admiral guereva he has more than 14 years sea-going experience serving across various frigates. he assumed command of the suband joint command, chilean joint chief. he has been promoted to the

they have some people down here from the seattle sea fair, which is the equivalent of san francisco fleet week association. they have people from the sea fair committee, board, if you l that is here observing what we do here in san francisco. and, so, those are great indicators to me that this program, this collaboration and partnership building is here to stay way beyond after i'm gone. >> and i'll just say 10% of the active duty coast guard makes its home here in the bay area. if we're a smaller coast guard tomorrow, we'll still have 10% of the coast guard here in the bay area. this is a critical hub for the coast guard. and when you look at the pacific, i expect to see our numbers to go up over time. so, i am not concerned in the least. my house and the 20 pacific area commanders before me, if you look out the door, that's my house right up from the light house. and, so, we are strategically located here in the bay. so, we will be here for the long term as well. >> any other questions from the audience? okay. if i could ask you one last one, that is, as you -- a number of you at the ta

men and women of our armed forces and the men and women of the first responders of the san francisco bay area. fleet week for many years in san francisco was a somewhat [inaudible] affair and it has been transformed into this great coming together by the military and the first responders, the great coming together of our uniformed personnel and a great [speaker not understood] of san francisco. this amazing transformation in the last few years was due primarily to the vision and the dedication of three people, george and charlotte schultz and mike myers. i'd like to pause to thank all three of them for this work. (applause) >> and in april of 1996, my last year as secretary of defense, i met one morning intelligence briefing at 7 o'clock along with general charlie. the previous day general hughes had briefed us that the chinese military were to begin extensive military maneuvers in the taiwan strait. this morning we were stunned to learn that they had fired two missiles that landed just 10 miles off the coast of taiwan. the taiwanese had a presidential election underway, and the chinese were using a

fleet week the senior leaders seminar last year, the word got around. and in november there was a massive earthquake in have an, turkey, and the city of san francisco and the san francisco fleet week association were asked to send a team to do an assessment of their earthquake and their preparations or lack of preparation. so the word is getting out. seattle invited us to come up and talk to them about incorporating that, this program, into their fleet week. so the word is getting out. i'd like to tell you just a story that i've told before to some of you but it relates very much to the next panel that we have here. back in april of 1992, i was commanding the first marine division and we had been to the gulf war and we had a lot of parades and we were feeling pretty good about things and on 30 april, 1992, the results of the rodney king trial were announced. two days later, we found the first marine division deployed to compton and watts and one of the most horrific sights i'd ever seen. it was the largest riot in u.s. history. 3,000 people were injured, 60 people were killed, and we actually ended up at one point in time having to use live ammunition.

next time you put up your slide with all those logos on it, general, you are going to have the san francisco fleet week logo on it, too. i look at what we accomplished in 2010, we had a meeting to understand dsca, in 2011 we had the table top exercise, we debriefed that, we had a great speaker then we had an education seminar. this time, this year we had a functional exercise in august which was terrific, you saw the panel, a medical exercise as part of fleet week and you saw the enthusiasm of the participants, then we had the back brief. now we've had a strategic operational and tactical discussions about going forward and the things that we can accomplish. so what are you going to do in 2013? well, fill out the form and tell us what you think we ought to do but we're going to be working hard to move this forward. i think ray cheney said it from cal fire best today: we are all better off because we're in here for the last day and a half and i'm sitting here wondering, all my contemporaries, what have they been doing for the last 36 hours? they haven't been doing anything near as important as what

halloween, so we're talking on the eve of -- in the aftermath of fleet week, as it were, october is a really busy month for us here in san francisco. it starts off with fleet week and it ends with halloween so it's two cresendo events. last halloween diana who you see running around here, key to the organization, who does most of the logistics to make this happen, and i went to get dinner at a local establishment. it's called hays and kabob and we went to get dinner on our way to the operations center hoping nobody would celebrate too much so we could get out of there at a decent hour. when we went there, we were both in our black eem polos and we started talking to the owner and he said, oh, did you hear about the earthquake in turkey? well, we'd heard about it the way everybody heard about it, i think it got about two minutes on some of the cable news channels, and that was it. there wasn't a lot of coverage on the van earthquake. it just didn't hit the air waves that much. he said, oh, my family's there. and he started talking about the devastation and exactly what the impact was. they were friends with the mayor of van and the

i'd like to thank the san francisco fleet week association, lewis loeven, specifically, major general myat, always a mentor, former secretary of state schultz and mrs. schultz, mrs. perry, honored to be in your presence. the uss makin island, chief of the fairest city in the world, san francisco, and he esteemed professionals. this is nice, i'm going to move south of here and take you to afghanistan. as you know we have marines, soldiers, sailors in afghanistan currently, but i'm going to bring you to when i was there during 2010 and 2011 after the president decided to surge the forces. first marine decision, first marine expeditionary force forward entered southwest afghanistan during 2009. we arrived in 2010 so it was a bit more stable. and we went straight to helman and nimruz province. very complex dynamic environment that we were operating in but before i begin it talk to you about the operational picture, i just want to give you a snapshot of afghanistan. when we got there i want to set the frame here so you understand what we're dealing with. afghanistan ranged 180th out of 1 8

san francisco's fleet week brings in about $65 million to the local economy. fun. >>> well, the first tunnel boring machine for san francisco's is central subway is here. boring won't begin until june because as abc 7 news transportation reporter heather ishimaru explains that is how long it takes to assemble this thing. >> reporter: are this vast space a called the launch box where two tunnel boring machines will take aim at while and excavate their way. it shows the machines with a cutter head more than 20 feet in diameter and with trailing gear that will be 300 feet long. they are arriving disassembled from china and will be dropped piece by piece through the whole into the launch box and put back together. that assembly will take four to fix weeks. >> they are called an earth pressure balance machine and they have a rotating cutter head for are soft ground and we are anticipating drilling into soft ground. >> reporter: a teeny tiny road header prepares the wall face for arrival of the boring machine. they will push downward from here working 60 to 90 feet
