>> this is for a settlement agreement, related to a lease agreement with the san francisco forty-niners. >> can we take this with the same call? this ordinance has been passed. >> item 5 is from the budget and finance committee, to extend the admission fees to the botanical gardens until june 30, 2011. approximating $400,000 from the general fund, to reduce the botanical garden fee revenue, which will be rescinded on the effective date of the ordinance. >> supervisor? >> thank you, supervisor. >> i rise in support of item six, the supplemental appropriations -- this would be $143,000 of the general fund revenue to replace the non- residency at the botanical gardens. this is not just any general fund. this comes from proceeds from the real estate transfer tax, this was on the ballot last year. this will raise about $35 billion a year, and last year, when i voted to approve the non- residency, i did this with the condition that there be an amendment that said that if we were able to bring revenue to the ballot, we would use this to replace the fee and that is essentially the appropriation

authorizing a settlement agreement and related lease amendment with the sentences of 49 years -- san francisco forty- niners. >> without objection, this passes on the first reading. >> item 12, a motion appointing dorothy liu to the ethics commission. supervisor chiu: supervisor marc? supervisor mar: thank you. i want to recognize her dedication, but i want to recognize another applicant, mr. alan grossman. i do appreciate her work and her strong legal record, but i think the ethics commission is a tremendously important commission where we need watchdogs that will make sure big money does not corrupt our elections and our process, and the highest values of ethics. these are the principles that drive the numbers we choose on the commission. i think people that served should be watchdogs like the late joe lynn and the former ethics commission member eileen hansen. i look for candidates who will serve in the spirit of watchdogs like those folks. mr. grossman has been a strong sunshine ordinance advocate. he is a retired business attorney. i do not think there will be many conflicts of interest because of his

san francisco and want to come here. i would very much like to see forty-niners stay here. what that means, we will have to talk about it. i am not a big fan of massive public subsidies to sports teams. i think we should work hard to keep them here. >> we're almost out of time. are there any other issues or concerns we have not discussed? are there any other specific issues you plan to concentrate on throughout your turn? >> a couple that come to mind. i introduced in control legislation to make it easier for tenants displaced by fires or earthquakes or other disasters to find below market replacement meant -- rent while their apartments are being fixed. there are some aspects of our rent control laws that make it difficult to find those kinds of temporary accommodations at below market rent. i have been working with groups on legislation that introduced that will help there. i have also requested an economic impact study to be performed on the entertainment and nightlife industries. it is a very important economic and cultural sector in our city. we have never really taken

san francisco translated into spending money. that was a good thing for our economy. in terms of the forty-niners, i am not convinced we need to spend money to keep them here. i have a strong suspicion of the supposed to deal in santa clara is a house of cards. we have a great program for them all set up with a new lennar development at candlestick park. i think they will recognize that and come back. >> was there anything magical that happened in your district as a result of the world series? >> i imagine there were a lot of districts in district 7 he sat and cried when they watched the celebration like i did. i think those are the magical moments. a lot of parents and children region that whole week of the world series was one i will never forget, particularly the day of the parade. it was not just my district. that was a magical time for this region. >> in your regdistrict, deal have any particular projects to give us insight on? >> one was a basic infrastructure thing that was a big deal. san francisco circle. not a lot of people realize that more cars travel through one of those intersection

forty- niners exclusive naming rights. that would allow bids which would bring in millions of dollars. cluttered a tax break the san francisco port of supervisors approved the tax exemption for new hires atwitter as long as the company relocates to the mid market area. supervisor james who headed up the legislation said getting twitter to relocate is part of a bigger goal for san francisco. >> i know there's a lot of tension about twitter coming into the mid market area, it's not a violation of the market is something the city of san francisco has wanted to see for the past 50 or 60 years. so happens that twitter is in a unique position to be part of that revitalization effort. because of its name, because it's going 650 percent i think a lot of these are going to be part of the common market. >>pam: those opposed to the measure were concerned that other businesses or threaten to leave the city on the state to receive similar tax breaks. >>jacqueline: much cooler out there this afternoon from what we saw 24 hours ago. temperatures running in the 60s and low '70's. not bad it inland, cooler closer to the coast line. san franc
