from my 20-year experience at san francisco general hospital, the technology part of my job was pretty much in the dinosaur era. a lot of my friends in the police department have wore me out listening to their complaints about their lack of technology in the police field. i hear it is improving recently. in regards to serving the community, for using this money, since it is in the millions of dollars, i would like to make a controversial suggestion and see where it goes from here. according to my work experience at san francisco general hospital, it is a sad commentary that much of the time he used by city employees using city in -- computers has been underutilized. one of the things that i would like to point out, which many consider a taboo subject, is how much pornography actually flows through the city's various computers during the workday. i have a suspicion the comptroller's office has some information in regards to that, but i do not know for sure. i think it is proper to maybe do an investigation using this grant money, to see how much actual pornography flows through the city

existed at laguna honda, and attended to consolidate the finance director function with the san francisco general hospital, for both hospitals and the controller function also. when we discovered in that process, while many of the accounting activities at laguna honda are fairly static, not that difficult to manage, there is a need for a greater finance presence around issues such as this. in many cases, detailed transactions do not get the oversight they need. so we now have a finance director position included in our budget for laguna honda on an ongoing basis separate and apart from san francisco general. we also have a senior financial analyst to assist in that management. both of these are new positions that did not exist prior to a year ago. we were able to bring those positions in, in connection with the rebuild, as part of the transition budget, and now we are working with the mayor's office, comptroller's office, to make sure that that is part of a new honda. as i said before, we feel very badly about the errors we made and are concerned about the impression it can leave with the public, people w

it does not matter whether it is other clinics or san francisco general or private health care. it is one of the best hospitals here in san francisco. the service and the care given at lyon-martin is exceptional. it is completely respectful and proactive. i think someone used that word. i have had the medical staff of lyon-martin treatment concern seriously when i expressed those same concerns to medical staff in other institutions in san francisco and it was a question of, "there are limited resources, and unless it is a critical need right now we are going to have to avoid it." that never made sense to me. if you ignore something, it only becomes critical. i felt like other health care providers were waiting for me to become incapacitated before there would address something. it is the opposite at lyon- martin. they are very proactive. the other thing i would say is a think it is critical that lyon- martin for many reasons. one is that there will not turn you away if you are unable to pay. and that is an attitude that they are clear about their. -- there. it is not as clear in other city-funded health care s

this is really trying to address some of the remaining needs of at san francisco general hospital. we have building 5, which is actually the koran hospital which will need to be re- purpose. we have 1 across the street, which is another seismically vulnerable building that has had issues that need some addressing, as well, and then we have neighborhood parks and open space, and that will be the third bond coming up in 2020, and then another earthquake safety bond. this is a way to sort of address their needs and do some long- term planning. the next slide shows the impact on tax rates, and we are committed to make sure we do not go beyond the 2006 tax rate. this showed you that we are working closely with the comptroller's office of finance. it is really vital to us that we are keeping tax rates constant. this does assume the overall value in our city, which will be growing. we assume they will be growing at about 4.5%. historically, they have grown as high as 6% or 7%, so we believe that that is something that is prudent, and that is something that we're watching that could change

san francisco general hospital was funded and is under this category. but we of several other structures throughout the city that are vulnerable, most notably the hall of justice, where korea of 800 prisoners and 900 prisoners sitting on top of that structure. there is disability access, another very important feature of the capital plan. we fully fund our ata program -- ada program. it is a critical feature of all of the programs we do, as it is mandated by the federal government. whenever we touch a building, typically, we are making significant ada improvements, and that goes with parks and other things. we are still differing $694 million. there are various other improvements at, such as the library, the branch library improvement program, in some of the others. the next slide gives you a sense of where we are with respect to where we are and what we are deferring in the pay as you go situation. you can see it is a little difficult to see because of the scale. this is still outside of the 10- year capital plan. this is assuming we are going to grow
