good afternoon, commissioners, my name is hiroachy, and i am the chair (inaudible) san francisco neighborhoods land use and housing committee. cfn one of our missions is good government. and good government means a public that is informed, that is able to participate, and that means that we need notification of major changes. and we need to know what changes are occurring, why they are occurring. why -- is it good for the staff? is it good for the developers? is it good for residents? people of san francisco? these things are very basic. any changes, any major changes i think the public -- we are not professional architects or not in the business. we are just lay people. perhaps like your family. you know, we are volunteers. and sometimes it seems like well, we are a neighborhood group. and your department, you have hundreds of people. it seems like we are fighting one fire after another and sometimes we don't know what we are doing. i think that's why your department, which is a public department needs to inform us why you are doing these things. so i appreciate that this is going on. and hopefully yo

here and providers who have been providing care to our -- in terms of land use projects of a medical nature it looks like san francisco is on track to meet resident's evolving health needs. now i'll turn the presentation over to claudia florez planning department. >> i'm going to cover the recommendations components of the plan in which came out of the data analysis for which lori gave you the highlights. the recommendations align with the work that the department of health is already doing and the structure presented in the plan mirrors the values of the health improvement plan er chip which was finalized in december 2012 as lori mentioned. not only made stronger work and the hospital needs assessment projects but also helped bring everyone together so that all of these projects working from the same foundation of information and on the same health priorities. these 3 are the community the 3 communityies identified and under which the master plan recommendations are lined up. in the plan each recommendation is followed by a serious of guidelines that detail specific areas. i'm not going to go into that level of detai

process so that future medical uses seeking to open or expand in san francisco must show that they are meeting the health needs of the city before they receive any kind of land use approval. at the time this legislation was passed, the city was facing, if you may recall, pretty significant deficits, and we, in fact, did not have any money designated to fund this effort. and i am grateful to the department of public health and to the planning department for undertaking the very enormous effort in putting together a master plan without any additional funding. i want to especially thank and recognize director hes barbara garcia and john ram ~ for embracing this legislation and for directing their very talented staff to run a robust process to create the draft of this document. the group started the endeavor by forming a 41% task force, you know, san francisco way of doing it. 41% task force headed by dr. tomas arragon and rome a guy one of my incredible constituents who dedicated her time and energy ~ to make this happen. and this task force worked closely with both departments. it held 10 meetings between july 2011 and may 2012. more than a hundred san francis

used is important. and not that we fill up the land but think about how we can use it effectively and there are places in san francisco where we can do even more development and the bridge for the housing that the teachers are seeking as well to stay and work in san francisco with the familis that we have keep here as well. thank you. >> it is always so great to be back here, and i feel so much incredible love every time that i come back. it is great to see everyone, and it is great to see all of my colleagues in public education, it is exciting to be here, i have two issues one on surplus property and restorive justice and reducing suspensions an issue that i passionate about when i was at the school board, but the last piece of policy that i co-authored is reexamining the surplus property. and when we are on the school board the one thing that i felt like we are saying that we don't have enough of this, pencils, teachers, you don't have enough supplies, dollars, but, after two years on the board, i realized there is one thing that we tooed much of, and that is land. and i think that there are a lot of opportunities
