you, chair wiener and i'm glad it's becoming before the land use commission because it impacts transit for the region and certainly for san francisco, but also because on land use committee we have members of the caltrain board and the mtc as well. i think it's quite appropriate that this is going to be heard before this committee. so as many of our transportation players know, as we move forward with high-speed rail and electrification of caltrain, there has been a lot of discussion on how we can ensure shared compatibility of vehicle and also platform heights. in the near-term procurement to help us supplement and drive capacity and operational reliability and flexibility of a blended high-speed rail. caltrain service at transbay and for the entire caltrain high-speed rail blended service corridor into the foreseeable future. caltrain and the hawai'i .r.s. high-speed rail and regional partners in cooperating and developing both technical and operational solutions. this again is just a hearing. it's an informational hearing with our multiple agencies. certainly i know the city and county of san francisco has a strong interest in p

san francisco thank you for being with us today (clapping.) i am very proud of our san francisco board of supervisors in recent years we've worked together to resolve the land use issues recommended to sequa and confirmations and we've done it again why are we hear we're here because everybody knows that the status quo of short-term rentals is not working we've seen an consolidation in short-term rentals in our city technically it's not been legal yet no regulatory enforcement structure for years we've not had a solution everyone knows we need an approach the heart of our approach is addressing the affordable housing how can we all afford to live in our city without changes in local law short-term rentals has made housing be fooblthd more difficult and easy at the same time, we need city policies that reflect that on the other hand, current practices have pushed many san franciscans out of our city whether or not you're a landlord ellis acting a whole building or a tenant that entered into multiple leases and engaged in bona fide we'll have a regulatory and enforcement structure that says no to you if you're using airbnb or others to allow housing to be use

and also, we are pleased to know that this issue will be heard, at an upcoming land use committee meeting of the san francisco board of supervisors. and we know an opt mal resolution of this issue is key to maximize the operational flexibility, and capacity, and passenger accessibility of these systems and associated infrastructure to effectively meet our transportation needs for generations to come. these issues are truly front and center and we look forward to an update at our next cac meeting on december 9th and the second item is a follow up on an update on the phase one budget. and this was an update, that we believe ended in september and we again, we applaud the efforts of the executive director, and the project team, for their focus on cost associated with phase one of this project and however, based on the update provided at the cac we continue to be concerned with phase one coming in the authorized budget of 1.899 billion dollars and let me explain this follows and i am sure that you will have more detail from the project team today. and at the end of october, as steve mentioned on one of the slides

bicycle, transit, ride sharing access, and closely tied to land use and economic and social development. i am currently working for the san francisco department of the environment where i manage sustainable transportation programs and outreach and education programs. but my experience and interest is not only in transportation. i am also interested in understanding the factors that contribute to making a complete and vibrant neighborhood for residents and visitors including access to basic services, amenities, schools and open spaces. and on a personal level i grew up in san francisco and have lived in the mission delores area for the last 11 years. i don't own a car and rely on the pedestrian, transit and car share amenities in the neighborhood and i also work in the plan area which i mentioned and familiar with the multi-model access issues that currently exist and we need be mitigated with all of the new development coming on board now and over the next few years so to conclude i am interested in continuing to be a part of the cac and contribute to the improvements in the plan area. thank you. >> thank you very much. thank you f

san francisco. thank you. >> thank you, mr. lazarus. next speaker. >> good afternoon. supervisor. so a few things. to start with the question on land use, stafford city used to be an abandon rail-yard and the reason it was abandoned it used to get flooded and used the dirt from the london tunnels to raise the entire thing by 30'. you need to think about opportunities on the transbay tunnel. you could be raising treasure island by 30'. you could be raising the bayshore baylines by x number of feet. on the subject of platform heights. in europe, every high-speed rail must be able to arrive -- every station will have to become compatible by 2020. the slides unfortunately shows waterloo station which was abandoned in 2007. the issue there is that the trains coming from europe with 30" train, but every domestic platform is 36". it's compatibility with the rest with 36", but the foreign trains from france are 30". the question of the high-floor emus. there are many problems. head room and they actually made the trains 50" higher, which means that they are not able to go through the tunnels. on the width, where they increased the width by 66"

san francisco. f that we use publicly owned sites for affordable and pilot mixed income type projects, as the major also announced this morning with the public lands for housing program that we encourage developers with inclusionary and on site and off site for more ways to provide sites for affordable housing and that we set high target for affordability for any rezoning to achieve at least 33% affordability. >> i want to bring up a point about publicly owned sites for affordable and mixed income housing. as i'm sure you know there are a number of sites that currently are available, specifically in my district, that are ready for development and ready for rehabilitation and we're not able to get to those properties quick enough. and so i noticed that one of the suggestions using publicly owned sites for affordable and mixed income housing, the question is what are the incentives that we are providing to partner and get those sites developed sooner rather than later? i mean, the point that i'm making is as many cranes as i see building high-rises downtown, i want to see that same number of cranes building housing in our districts. specifically the
