you, chair wiener and i'm glad it's becoming before the land use commission because it impacts transit for the region and certainly for san francisco, but also because on land use committee we have members of the caltrain board and the mtc as well. i think it's quite appropriate that this is going to be heard before this committee. so as many of our transportation players know, as we move forward with high-speed rail and electrification of caltrain, there has been a lot of discussion on how we can ensure shared compatibility of vehicle and also platform heights. in the near-term procurement to help us supplement and drive capacity and operational reliability and flexibility of a blended high-speed rail. caltrain service at transbay and for the entire caltrain high-speed rail blended service corridor into the foreseeable future. caltrain and the hawai'i .r.s. high-speed rail and regional partners in cooperating and developing both technical and operational solutions. this again is just a hearing. it's an informational hearing with our multiple agencies. certainly i know the city and county of san francisco has a strong interest in p

and also, we are pleased to know that this issue will be heard, at an upcoming land use committee meeting of the san francisco board of supervisors. and we know an opt mal resolution of this issue is key to maximize the operational flexibility, and capacity, and passenger accessibility of these systems and associated infrastructure to effectively meet our transportation needs for generations to come. these issues are truly front and center and we look forward to an update at our next cac meeting on december 9th and the second item is a follow up on an update on the phase one budget. and this was an update, that we believe ended in september and we again, we applaud the efforts of the executive director, and the project team, for their focus on cost associated with phase one of this project and however, based on the update provided at the cac we continue to be concerned with phase one coming in the authorized budget of 1.899 billion dollars and let me explain this follows and i am sure that you will have more detail from the project team today. and at the end of october, as steve mentioned on one of the slides

san francisco. thank you. >> thank you, mr. lazarus. next speaker. >> good afternoon. supervisor. so a few things. to start with the question on land use, stafford city used to be an abandon rail-yard and the reason it was abandoned it used to get flooded and used the dirt from the london tunnels to raise the entire thing by 30'. you need to think about opportunities on the transbay tunnel. you could be raising treasure island by 30'. you could be raising the bayshore baylines by x number of feet. on the subject of platform heights. in europe, every high-speed rail must be able to arrive -- every station will have to become compatible by 2020. the slides unfortunately shows waterloo station which was abandoned in 2007. the issue there is that the trains coming from europe with 30" train, but every domestic platform is 36". it's compatibility with the rest with 36", but the foreign trains from france are 30". the question of the high-floor emus. there are many problems. head room and they actually made the trains 50" higher, which means that they are not able to go through the tunnels. on the width, where they increased the width by 66"
