the jurisdiction of the san francisco police commission, these commissioners right here. we are separate from the police department, and we are civilians. the function of the office of citizen complaints is to assist the police department in building trust with the community by being a bridge between the public and the police department in matters of police conduct and police policy. we have a mission to insure police accountabilities by conducting timely and fair and unbias investigations and making recommendations. and here in california, law enforcement agencies must have a procedure for civilians to file complaints. against members of law enforcement. and here in san francisco, the occ serves that purpose. and the staff of the office of citizen complaints is a diverse group of civilians who have never served as san francisco police officers, although some of the investigators on the occ staff have served for other or in other law enforcement agencies, such as the california highway patrol. and the majority of our staff of 35, are investigators, and although we also hav

these vehicles are all, when they are towed, they are towed by the san francisco police department. we do not release any vehicles towed by the san francisco police department unless we have the written release from the department. the written release comes with instructions about what we are supposed to do in terms of waivers of any type so it's not just stolen vehicles but whatever type of release, if there's any waiver to be applied, the instructions come to us in writing. that actually is in the process of changing, the team at bryant street is in the process of using our system so they can send us those instructions which is better because it makes it a more streamlined process. but when we get those instructions, when the individual arrives at our facility, we go into the system, it's all automated based on the type of tow. our team goes into the system and puts in essentially negative amounts and that results in the total amount of fees being paid on the vehicle being reduce ode by the amount of the waiver. for example, all of these stolen vehicles, if it's a san francisco res

by a police officer near a-t-and-t park this week says they're questioning the actions of san francisco police. police held a town hall meeting to discuss the shooting today. they say oshaine evans was shot and killed around nine-thirty tuesday night. they say he and two others were breaking in to an s-u-v. they say evans had a gun and refused to drop it. and they shot him. police said today that evans had an *unloaded, semi-automatic pistol. his family is upset and say it's hard to trust what police say. "want us to believe." we are skeptical of the information the police are giving us. one of the suspects has been arrested.the other suspect was shot but is expected to survive. rangers at yosemite say sparks from a car caused the wildfire which also led to the death of an air-tanker pilot this week. it's not clear yet what kind of car was involved. that fire has burned 245 acres and is 10 percent contained. the embattled chairman of the california public utilities commission says he won't seek another term. michael peevey's announcement today came just as a state senator called for his remova
