in the city and county of san francisco not only are supported by multiple departments in the city and county including the department of public health, the san francisco police department. we have violence prevention strategies also through dc ys and throughout the city departments and we have many community based organizations such as young community developers and. [speaking spanish] and workday in and day out with us to make sure that we have interventions that are community based and culturally comtent and i want to acknowledge that and it wouldn't be where it is without the organizations and collaborations in the city that there are so with they will give a high level introduction around ipo. it was launched in july 2012. this is an initiate lead by mayor lee. he announced the ipo initiative which stands for interrupt, predict and organize and for a safer san francisco and has three core strategies and the strategies just as the tag line states is interrupt, predict and organize. the interruption piece refers to a enforcement strategy and deals with hot spot neighborhoods and make that we identify those spots and target individual neighborhoods or areas

it's an incredible process, there are 28 members in the san francisco police department in that room that reviewed that incident. there was an cumulative 800 of years experience in that room that day evaluating this incident. the decision amongst those members, the rank of captain above was that these officers be awarded a silver medal award of valor. their report investigations were completed and forwarded to the district attorneys office. the d. district attorneys office has not ruled on that. the officers have returned to duty examination of that officer involved shooting. that return to duty evaluation was evaluated by this commission. prior to awarding those medals of val or, we asked the occ director for her review and that was done. when asked whether or not there was any investigations, we don't take into account the da's office of investigation. there is talk about doing that because of timeliness. sometimes it takes 2 years. the police department has profrd this and the occ had not object and it's thoroughly vetted. so i find it very disturbing that

we have been around the table for about 3 years meeting with the san francisco police department and i think it has been a great collaboration and we're very grateful that we have this opportunity to improve the services. i was reading the lao report and it's great achievements in the past fiscal year. i noticed that at some point the report said that due to the low number of complaints regarding language access it will appear that the procedures that are in place are adequate in meeting the needs of the lep community. and i think this could be one interpretation of why there are, there is a low number of complaints. but working on a daily basis with survivors of domestic violence whose first language is not english, i can think of many other reasons why people may not file a complaint when they have a bad experience with the police department. many lep persons are coming from countries where people are afraid of the police. so they wouldn't even think of filing a complaint, having negative interactions with the police is the norm. so they may not think that filing a complaint is an
