those might be the san francisco airport, the san francisco port, mta, the san francisco unified school district, or our local community college district. by comparison, the general fund money in that overall imbalance represents one of the smaller portions in there. how we manage those funds is strictly governed by state law, and state law prioritizes three major items that we must follow when we invest those funds. first and foremost is safety of the city's money to make sure it will always be there. we will never lose any of it. the second high priority that they require us to focus on is liquidity. and this means the money will be available when we need it. we cannot allow it to be tied up for a longer prado of time that would make it difficult for us to access when it comes to use those funds. thirdly, we are required to prioritize yields. make as much return on the investment of those funds as possible. these criteria are put in place by state law, i believe, very appropriately, because we have seen counties in the past have difficulties. some of us may remember more than a decade

the city and the port of san francisco proposed the 34th america's cup in 2012 and 2013. they are in the process of conducting environmental review. the city planning department has issued a draft, environmental impact report that analyzes the potential environmental impact of the proposed events. the draft report includes a section on alternatives, identifying the atrium and the waterway on the southwest side of your nine -- pier 9 for the race events in 2013. should this alternative be ultimately selected, for lower would be asked to agree to a lease amendment to accommodate the temporary burden and public access. having received a letter from the ceo and president of hornblower, they said they would adhere to the festivities associated with the america's cup, working closely with the port and america's cup organization, providing more space than any of their lease basis consistent with ongoing operations. in conclusion, staff recommends that the commission approved the lease with horned lower yachts inc.. thank you for your consideration of this item, commissioner. >>

the san francisco bar pilots benevolent and protective association amending the rental schedule throughout the term of the lease for space located at pier 9. >> good afternoon, commissioners. port maritime division. the item before you concern of the san francisco bar pilots, who have operated as harbour pilots in san francisco bay since 1835, and have had their headquarters at thier nine since 1989. the bar pilots pharmacies include approximately 19,700 square feet of office, 20,100 square feet of shed, and 14,300 square feet of apron space. the port commission approved lease #l-14282 for the bar pilots in april 2000 a, and subsequently approved the first amendment in december 2009. the bar pilots paid the port $100,000 per month, which equates to $1.2 million in annual rent. the bar pilots are a tendon in good standing with the port. beginning in 2009, the bar pilots have experienced a significant decrease in revenues as a result of fewer ships calling san francisco bay, due to the worldwide economic downturn. in addition, the lease was negotiated at an extreme high in the real-estate market with projections to go even higher. history proved the exact opposite, however, and t
