i'm elaine forbes, the executive director of the port of san francisco. first, i'd really like to recognize all the port staff who work this weekend during this very big atmospheric river storm. this past week, we experienced more than 4" of rainfall in the city and more throughout the region resulting in downed trees, power lines, light poles, and flooding. dozens of city workers including our port maintenance, maritime, and emergency preparedness staff have stepped up as they have time and time again during the past 20 months to make sure our waterfront is prepared and able to withstand a storm. and literally we withstood a storm this past weekend. responding to incidents up and down the waterfront. i couldn't be prouder of their work and all our essential workers who have braved the elements to keep us safe. in my report today, i'll provide an update on economic recovery and equity and provide key project updates. so first with economic recovery. last friday in partnership with our city departments, we cut the ribbon on phase two of the jefferson street

ports. some of the world's largest natural harbors are the puget sound, san francisco bay, chesapeake bay. the latter has longer stretches of prime port property than the entire continental coast of asia from vladivostok to lahore. but this advantage has been eroding for decades as they face increased traffic and insufficient investment. almost 80% of the inland lakes and dams that made america's waterways work should have been replaced by now. many of them being 60 or 70 years old. new lochs would mean barges would move much faster through the system. similarly investments in port infrastructure will ease up those points. better roads and faster railways would all make a difference. this is a once-in-a-generation opportunity for democrats to show the people that public investment can work. that means this money should be spent well and fast. congregation that advocates for good, cost effective government put out and excellent report in 2014 about infrastructure approval that should be read by everyone administering funds at the state and local level. six-year delays starting construction p
