[indiscernible] serves as a connection of the two water supply systems. can supply up to 40 million gallon a day of water in any direction in a emergency or critical work when one system needs supplemental water. the original operation and maintenance approved by the board of supervisors in 2000, allowed either of us to operate a facility and put the maintenance of the facility on the puc. in practice the district has been the sole operator because the operation could impact the system unless the district is the one operating it. there was a 5 year period in the last 24 years from 2009 to 2013 the district serve as the o & m party in the thick of implementing the water system improvement program
