i am the vice chair for the area that was under the san francisco redevelopment. we have worked with the san francisco redevelopment agency but the project area community working with them. if you look up there at the community room, this space that we have in this building was the office that he had in this building and i am requesting that we not be moved out of this building because we have still unfinished projects in this community that really need to be developed. if you move all of our documents downtown or put it in storage, that means that we have got to start all over again. whether i am here or anyone from the project area committee is here or any of you are here, the documents needed to be where they are easily accessible. i would like to request that some special consideration be given to the project area committee so that we can maintain our space. no, we don't have any money but look, we have done a lot of service here. i know that this is the way that you can work it to where you could have space. it is just one room and i hope that you will look at

the last director of the san francisco redevelopment agency, in the current executive director of the success for -- successor agency. as long title. [laughter] it is my pleasure to be before you end up debut. what happens, where we are now, in what it means for you at the puc commission, stepping back, what has happened to the redevelopment agencies in california. as of the first of february and a court decision by the supreme court of february -- of california in late december, all of the redevelopment agencies were resolved as of february 1. they no longer had any assets or reset -- resources under their control. providing for cities, counties, or perhaps a state appointed body to step in as their successor-appointed agency to wind down their activities. the contracts and obligations that were in place, in many cases in san francisco their obligations for major improvement projects that have come before you. the hunters shipyard, phase one, for which you have agreements already, candlestick po

redevelopment statewide is in need of reform. san francisco is a model for redevelopment and it needs to stay intact. >> let's talk about the role of sports. are you happy with the plans for the america's cup? should the city spend money to keep the 49ers'? >> i am thrilled about the america's cup. it will not just be an economic boom that creates jobs and long- term economic development. it will help us shore up our aging and deterioration appears -- deteriorateing piers. it will help us clear of deferred maintenance. it will be a >>> promotion for the city. people will see the panoramic views of san francisco and want to come here. i would very much like to see forty-niners stay here. what that means, we will have to talk about it. i am not a big fan of massive public subsidies to sports teams. i think we should work hard to keep them here. >> we're almost out of time. are there any other issues or concerns we have not discussed? are there any other specific issues you plan to concentrate on throughout your turn? >> a couple that come to min

unfortunately, due to the disillusion of the san francisco redevelopment agency, the funding has been called into question. the mayor has stated on several occasions that the city is going to do what is necessary to make sure that project moves forward and we have a police substation on 6th street. final slide, to implement this, we going to rely on community engagement and mobilize volunteers. we have regular meetings out in the community where we great people attending. if you are interested in attending i'll add you to the mailing list. we have a c.d.c. that meets regularly. we're going to them and keeping them abreast of our progress. there are several funding strategies identified in that document. there is unfortunately no dedicated, single dedicated funding stream for central market, but the mayor has directed department heads to include funding for their activities designated in this report in their 2012-2013 budget request. there are ideas on how we can leverage existing funding sources to make some of this work a reality. finally, we're striving for continuous improvement on

when the state government gets fixed, whether it is redevelopment or some other local important piece, san francisco will get hurt. there is no way to fix that problem without hurting san francisco and every other city and county in the state. the state has been far outspending what it should. it will come home to roost in the next couple of years. >> was talk about the city's economic development and whether we are on the right track. if we are not, let's talk about the right steps to take. >> i think we're on the right track. the key is recognizing it. san francisco decades ago was home to the fantastic manufacturing industry and specialized service industry. we have to think of san francisco 30 years from now and try to prepare ourselves for the new economies. i do think biotech will be a key piece. information technology, can we be the hub of that? we have to address our payroll tax, land use decisions. we have to put in place a conducive atmosphere to attracting those economies. when we do that, it helps with our basic budget. it helps develop jobs. there is a lot we can do to catch the new eco

san francisco. these are piers between the ferry building and the ballpark, and they wanted them to be redeveloped through a private/public financing scheme. >> they're getting opposition, i understand. they're arguing environmental reasons. is that their true motive? >> aaron peskin who made the waterfront development his baby for years said the environmental reviews for this project were inadequate, and so he sued on this. there's also an uneasiness in san francisco with private/public partnerships. so this project was going to cost upwards of up to $111 million. a lot of money. the port of san francisco was supposed to pay back the america's cup's organizing committee, the sponsoring folks the races through a number of complicated financing mechanisms, but they were going to do that through development rights. they wanted to put a development -- they would have gotten development rights for these piers 30, 32 and also a parcel of land across the street. people said, don't give away public assets. some of the opponents of it. others are saying if we're going to do anything to shore up the waterfront, we

but we have learned with the redevelopment workers giving laid-off is including in proposition c is a clause getting rid of reciprocity, so public workers from san francisco could not transfer out and keep their health care benefits and their pension. workers to transfer in from other public agencies would not be able to use reciprocity. this is a serious attack on public workers. the cost did say with the board of supervisors you can accept reciprocity from the supervisors. this raises serious questions. why would the board and the mayor supports a ballot initiative, and specifically a consensus about initiative, that a tax the benefits of public workers throughout the state? who messed up? who forgot to read it? we complain about other legislators who passed legislation that have not even read. apparently in san francisco we have the same thing happening. our supervisors are not reading their own legislation the present before the public. secondly, there is a system now of retaliation against muni drivers for raising sexual- harassment, and osha complaints about the state of the buses. you voted $60 million for the tunnel, but the buses are falling apar
