san francisco? >> no one can be enrolled in healthy san francisco and be a non-san francisco resident. commissioner clyde: employed outside of san francisco. i thought all san francisco residents who do not have insurance -- if they are employed in alameda county, san mateo county -- as residents, they are eligible for the program. is that correct? how many people are employed by employers outside of the city and county of san francisco? >> we do not maintain that information. employment status is not relevant. we do not care about your employment status or immigration status. we do not ask that information. >> for me, as a resident of san francisco and a san francisco taxpayer -- if one of the goals of this program is to protect the san francisco taxpayer, i would like to know how many employers are being defective subsidized by our taxpayer dollars. -- being de facto subsidized by our taxpayer dollars. when we look at shifting this $52 million relatively quickly, and people starting to shift their game plan around, it would not be good to continue the exodus of opportunity outside of

san francisco. i see the city attorney's office. i also want to thank neamayor lee. you have demonstrated you do care about the entirety of san francisco and are committed to making sure the choices made in san francisco in the government reflect the values of san francisco. on behalf of the lgbt community, i want to thank you for being responsive to our needs. we continue to be committed to working with you. thank you very much for being here. happy pride, everyone. san francisco, to raise your children in san francisco. i would like a voice at the table to create policies that will minimize the stigma that san francisco is not a business- friendly city, minimize the stigma of that san francisco prioritizes the rights of dogs over children. we started walking down that path largely because of political ideology. it is less about politics. i want to have a positive impact on the city overall, specifically district 10, connecting it to the city. people have been left to defend for themselves. i am honored to have been elected to serve to be the next advocate for the next four years, hopefully the next eight years, to really protect, defense, and serve the residents of district 10. >> we will talk more about some of the issues facing district 10. before we do, i would like to know a little bit about what you learned campaigning for supervisor. talk to me a little about that experience. >> first, i learned that a lot of the conversations we have about our neighborhood and community happens in silos. we have folks only talking with visitation valley. we have folks in bayview only talking with and a small c

san francisco, dune sand, colma, and the others. very simple. because san francisco is so young. -- because sanncisco is so young, it is riddled by faults. i have a map that shows the faults across the bay area and san francisco. the granddaddy of all of these is the san andreas fault. it is the longest. it can generate the greatest earthquakes. >> it is just south of san francisco. it goes offshore down here. >> from my house to the fault is about 3 miles on average. >> the closest area in san francisco to the fault is this area here in the southwest part of the city. people said that the closer you are, there are conditions that exacerbate issues. >> the fault's effect on development depends on the fault type and soil component. the san andreas is the main fault. there is the hayward fault. the difference between the two is that the san andreas is predominantly offshore. the hayward fault actually crosses beneath populated areas and poses a larger threat. as we speak, there is a 67% probability of a major earthquake on one of these faults in the next 30 years. it is of major -- high probabili

we ask that information because help the san francisco -- healthy san francisco is designed for individuals who are uninsured, who lived in san francisco, and who are between 18 and 64. there are many individuals who work in san francisco who do not live in san francisco. many of those employers would not be eligible. in addition, because healthy san francisco is for individuals who are not insured, there are employers who use it to make supplemental expenditures above and beyond what they may choose for their employees. that individual would be ineligible for healthy san francisco. they would get an mra. finally, because it is for individuals between 18 and 64, if that employer was making contributions on behalf of someone under the age of 18 or over the age of 64, irrespective of their county of residents, they would also get an mra. those are the principal factors we would use to decide whether they would get healthy san francisco. commissioner yee riley: are their standards in terms of access? >> we use the guidelines that are set out by the internal revenue service, the tax code. we use that guideline in reference for th

that came about because of healthy san francisco, or was it already happening due to legislation or even good will prior to help the san francisco -- prior to healthy san francisco that is being targeted toward the city? >> the irs permitted these accounts. the tax-exempt nature and framework -- historically and traditionally, they were offered in conjunction with high deductible health-insurance plans. they worked in tandem. the idea of offering these as a stand-alone product, the employee was not provided an accompanying health insurance plan, but is provided money in one of these accounts. that appears to be unique to san francisco. the brokers advertise these plants as not just the health reimbursement account, but the san francisco health reimbursement account, which distinguishes and shows that these were designed to meet the technical specifications. a few specific practices have flown from this. in some cases, it limits or precludes the robust use of these accounts. but in select occasions, we see employers provide essentially no notice to their employees. the easiest way to ensure that a lot of this money is going to revert back to you at the

with the health department, which held the san francisco, with the office of labor -- with healthy san francisco. the important part of this is job loss in san francisco. i was surprised to hear your experts say that our economy has 600,000 jobs. supervisors, we have not had 600,000 jobs in this city since 2000. has been 11 years. it costs a minimum wage employer hiring entry-level " sanford cisco 40% more to employ folks in the city than it did six years ago. higher minimum wage, health mandate, sick leave mandate. those are good public policies, but you have to understand it has an impact on employment. during the recession in 2002- 2003, we will -- we lost 90,000 jobs in san francisco. there was a recovery, but we never got back to 600,000 jobs. the first recovery from a recession we track at the chamber that did not get us more jobs than we had before the recession. will we have another jobless recovery at this recession? this city has more people living in it than any time in the history of the city. 805,000 people in the last census, but we have 80,000 people less that work in san francisco than we did in 2000. there is something wrong
