issues facing san francisco, facing your district, and how you are going to balance the needs of san francisco at large against the needs of your district? >> we actually see the needs of san francisco and the district cannot be counteracted or counter intuitive. when we address the needs of the district and residents, we also address the issues of folks that are living in the mission, people that are working class people, people that have blue- collar jobs. really, it is paramount and centered on education. for young people, making sure, ensuring we are providing them a quality education in public schools. i served as chair on the select committee, a committee between the members of the board of supervisors and members on the school board, coming together to address the challenges. in this particular case, we are talking about education. we are talking about a working- class community, the excelsior, the bayview, all of these different neighborhoods are smaller enclaves. we still see the same kinds of challenges. when the schools begin to perform a stellar academic programs, businesses will continue to relocate because the employees will want to live in san francisco and

[applause] >> he is a lot shorter than supervisor wiener, if you know. again, thank you for coming. as the tgv is more bunched than i want them to be, but thank you for being here. i hope that you will take the time to turn around and find your permit officer and your venue. it is really important that you have a relationship. one of the things that we will do in the breakout sessions is talk about that relationship, shared space, and shared resources. that will be important to think about. in the meantime, i wanted to underscore the economic impact policy. we were hopeful to be more further along. i will ask that you be prepared to engage in that study when the survey instrument it's done. it will probably be an online survey that should be fairly easy. the more people that fill it out, the better the data we will have we think it will likely be in the billions. the more you that it involved and give the data that is asked of you, the more accurate it will be. i will leave it there. the other thing i was hoping to do today, just a power play instead of the actual web site. many remember when, about one year ago, we had some violence going on. the mayor shook a finger in city hall and talk about fixing the night life and policing yourself. it was passed by david shu, regarding promoters. it started a few years ago ended did not go anywhere. basically it wound up being a listing of promoters. so, we are pretty close to launching this website. it will look like that. not bad. it is super simple and it is one of those things that you sign up for this free. it does not create a good promoter list or a bad promoter list. it's simply is a list. san francisco has never had a listing or registry at all about who is in that business of promoting. the definition is pretty much anyone that does events at night time in san francisco. the biggest part of it for us, then use permitted by the entertainment commission -- venues permitted by the entertainment commission must use licensed workers. because it is something that you can use any time, it is simple to put your name in. not to block anyone, but this is the us in the city and how to get in touch with you so, it is pretty simple. lots of those men new forms. this page is public information. the stuff all along the bottom asks you about your former officers and more business information? that is not public and frisian is that -- so, if you are a venue and you want to check on a promoter that comes to you, this is what you will see. clicking on it will all of you to see, again, that public information. so, that other step will not be accessible to people in the account holder. a real

san francisco san francisco gross receipts, unless there is an exclusion that applies. but there are many businesses that may be branches of a national or global business or doing business in the city and outside of the city, and we have different rules that apply to different industries that are keeping in the practice in many of the cities around the state. essentially, there is a set of industries that proportion their gross receipts on where their cost of performing the service is, as measured by their payroll expense, and that is the service industries. there is a set portion on where their property is if there are in the business of leasing property. that is real estate and hotels. there is a set of businesses that sell tangible or intangible properties, with a manufacturing or information or wholesale trade, and they use an apportionment method. both reflects their expense in making it and also whether customer is. 7 lv÷that mixture of considering customer factors and production cost factors is a common feature of the apportionment system. but we also have rules for multiple business activities. if you have manufacturing and retailing, professional services, a different kind of service. thegwçú legislation requires yo break out and pay the rate for different types of activities, unless one of them accounts for 80%, in which case you just pay the rate for the biggest one. there is a category of establishment and sansco that we're calling administrative offices that are being exempted from the gross receipts tax. the legislation keeps them in the payroll tax at a rate of 1.5%. these types of businesses are involved in administering other offices of the same establishment. for example, corporate headquarters would be an example. they're not directly caring gross receipts, but they're managing people within the same company. the problem that establishments like this create is it is hard to say how much of a worldwide corp.'s burress receipts is apportioned to their headquarters. they're not selling things or making things. many of these companies, some of the largest businesses in san francisco, and if a way of apportioning receipts is not precise, you could be in a situation where they're being vastly more or vastly less than what they're paying now. as we developed the legislation, that was not a risk we wanted to take because they represent very large payers. as we had discussions with them, some
