for the past six years, i've been working in san francisco state in conjunction with city college and creating pathways to support the incoming early childhood workforce in degree and attainment. san francisco's early childhood workforce is incredibly diverse, unlike the k-12 workforce, it is representative of the children here in san francisco and so as we've been increasing these degree attainments, it's been our mission to ensure we maintain this diversity. our institution of higher ed they have incredibly high access rates but we have very low completion and graduation rates, therefore we've been looking at how can we remove the barriers and create a student first perspective to ensure we have graduation rates. we have a variety of pathways we've been implementing over the past five years with both institutions and that has result ined a 95% graduation rate for all students, if you look at the current graduation rates at first time freshmen in san france, it's 53% and we're looking for 36% at transfer student and is that's not looking at first generation transfer [inaudible] i lov

state and using it to make our case. i think what is different today than 3 years ago or 4 years ago is suddenly san francisco has [inaudible] we used to be alone in the fight, now it is all of the center providers up and down the state especially on the coast. all the higher cost and there is a lot of operators giving up their contracts or not going after expansion dollars because they can't afford to use the dollars. in some ways our strategies here are support the providers to aloam to use the state dollars so we can mxmize what we bring in, but that doesn't proclude us from advocateing strongly for rate increases and some of that is aligning with the feds around the new federal block grant regulations and guidelines and tribeing to leverage that opportunity as well >> it is great to hear because as you know if it wasn't for the fact that the city has stepped up our efforts to support these organizations to continue to service it would probably close down and they are serving the lowest income children in the city. it is in our self interest therein city it make it happen because we [inaudible] >> we welcome support from

washington state who did a lot of work in the city related to lgbt seniors was there, a woman from san francisco statehowed about research she oofs doing related to asian pacific islanders. someone we don't know but who had a very interesting presentation and i think partly because there is so little done in this area with native eskimos and native americans and hawaiians so that was interesting for me. there was a call to action at the end of that session around poverty and these social determinants that are such a problem within certain communities, and so that was actually quite interesting and hopeful in a way. i think there surely will be pressure for next year to be at the beginning of the conference so it sets the tone during the week instead at the end of the conference. there was a fair amount of conversation in different sessions about what really can be done to educate -- especially older americans around the things happening in congress that seem to be a threat to things like social security and medicare and medicaid, and president james i think you will be very interesting there is an act
