and michelle beaulieu, transportation planner, san francisco county transportation authority. >> so in june of this year, san francisco voters voted to put in place regional measure three, and that raises tolls in regional state owned bridges. when i first heard this, i thought what is the difference between a regional measure and a proposition? they're all on the ballot together. what i didn't realize was how rare regional measures are. so to give you some context, regional measure two was approved by voters in 2004. regional measure one was back in 1988. so these are not that common, and they are way that's we address -- and they are ways that we address goals in money for transportation infrastructure, but they are a real statement of the priority of what the region is thinking when they decide to put this on a ballot because we know how many propositions they are on every year on every ballot. so this regional measure is something to pay attention to. and because it is so rare, and because it is so recent, we thought it would be very helpful to help us to understand what'

i'm a senior transportation planner at the san francisco county of transportation authority. soon enough our separate commission which is also the board of supervisors, will be hearing our final report, excuse me -- our final report for emerging mobility evaluation and i'm excited to present that to you soon. our vision is to partner with bryan and we're very excited to hear the enthusiasm for understanding the gaps around labor. primarily our focus was on how these different services were impacting congestion. so we recognize, however, that during our initial scope of our guiding principles for emerging mobility, that several of the commissioners encouraged us to include labor. and so, obviously, we're super enthusiastic to partner with you on this and i want to herald this effort. but i hear you loud and clear not only understanding how this is impacting the folks in that gig economy, but also how they're impacting other labor forces in the city. my understanding though is that to your point, commissioner ronen, the sfu is documenting the impact for taxi drivers so i'm happ

we are in the process of securing funding from the san francisco transportation authority to fund the 30% designed completion of phase two. on july 10th, the board approved the proposition k. allocation in the amount of $9.7 million for the dt x. there allocation is expected to be ratified by the board july -- of the july 24th meeting. i would like to especially thank to -- the executive director for their supports. the 9.7 million only covers a portion to complete the phase two, 30%. we will be asking ntc for the rest of the money once the money becomes available later this month. we have had some discussions with them on that. at this time i would like to ask our senior construction manager to present the project leadership agreement quarterly reports. >> good morning directors. i'm here to report the quarter 22018 project labour agreement report. our progress to date on the various elements and labour statistics and how we are doing on our apprentice reporting trends, considering we are at the very end of construction. i'll be identity -- identifying where we are at with our goals.

we are working with the san francisco transportation authority to secure funding for a portion of the design. we hope to receive our allocation in july. we are also working with mtc to secure is remaining funding for the design from region 3. second was to achieve status. that includes securing the build project and completing the construction and building documents. we have started the dialogue on the amount of funding we need to achieve this milestone. if we get the money ready in time we could be red in three to four years. the next milestone is funding the project and completing construction. in regards to the status of the environmental document, the office of the federal transit administration is still reviewing the final supplemental environmental impact statement. we should be receiving that sometime this week. we may be able to bring the documents for the board's consideration next month. later on today's agenda, the city and county of san francisco planning director, john ram, will present the results of the study and input from the public meeting held last month. as you wil

things to show you, everything that you show about the open space, we're working with san francisco transportation authority. we attempt to see all of the -- your staff. i have documents here, as far as the land use, we have that. so i just wanted to tell you, i know that it's not a vocal minority. there are thousands and thousands of people that could not be here today. the notice you send out, not all the neighbors got them. we were knocking on the door. there are petitions going on and all kind of stuff. i hope that you will look very carefully, and we respect you again. this is not a case of the yimbys. we are yimbys, but we come on-site and say you need to have proper planning in san francisco. you need to be careful. at the end of the day, it's affordable housing, and at the end of the day, we can prove we provided affordable housing, and we provided it to everyone. but changing the zoning of that building is disingenuous, it's not right. but it's what going on. this matter will not be settled, it should not be settled because then, we need to have the overall, overall discussion about where these --

transportation. we have two of them here tonight, the san francisco municipal transportation agency or affectionately known at m.t.a., and the san francisco county transportation authority, affectionately known at c.t.a., and they are the ones taking and moving the needing, and we are encouraging them, and lucky to brainstorm with them. i'm very impressed with the work those entities do, and i'm proud to call them partners. so tonight you're going to hear three presentations to offer sort of a snapshot of this 80 goal. the first presentation, we'll be looking at what the department of the environment is doing, specifically our outreach efforts. then we'll hear from the m.t.a., what the city is doing in their own programs, and finally admitting that transportation is ultimately a regional challenge. we will hear from the county transportation authority, the c.t.a. so we believe that it's critical to start young. this is not an unusual strategy for the department of the environment. we have a very robust school education program, as you know, on zero waste, and simile, we think about transportation from that same lens. we need to encourage families to walk and bike, take

the project led by the san francisco county transportation authority and san francisco municipal transportation agency will address these issues making transit as quick and convenient and a more vibrant gerry corridor. the presenter is liz bryson, project manager. >> welcome. >> thank you. good afternoon commissioners. my name is liz bryson, i'm the project manager for the geary rapid. i will give you an update on this project because it does -- it's a major transit and safety project that does pass through a corridor that serves a lot of small businesses. it's also going to be entering construction in the near future so it seems like something that would be of interest to the group to hear about. to set a contest it was already read into the record but the geary corridor is a very busy transit corridor for san francisco. the local and rapid buses carry about 54,000 riders each day and it's not just people going from the richmond to downtown to go to work, the line is used all times of day both directions people going ever where making all kinds of trips, shopping trips, work trips, et cetera.

the san francisco county of transportation authority issued a report recently called "emerging moblght evaluation report." and really trying to get a handle on companies like uber and all of the emerging mobility services that are coming on the scene in san francisco. it's an excellent report that will be approved by the t.a. in the next couple weeks. in that report they identified a number of research opportunities, gaps where the staff have not yet determined how emerging moblght service --y services align with the city's guiding principles. so it will look at emerging mobility services to get a handle on the demographics of the gig economy workforce that's out there. and also investigate how many contractors are working in this sector, which cities they reside, and what their commute patterns are. so i plan to work closely with your feedback with the san francisco county transportation authority to really develop the scope of the study, and the outreach, and the timeline, and determine whether new funding is required. >> can i ask you a couple questions about this. first of all, i'm

i had a chance to meet with staff from the san francisco county transportation authority, and i'm workinght now on completing a draft scope. hope to have that ready in the next few weeks, and i will have a presentation for you on the scope at our september 21 meeting, thank you at the last meeting, commissioner ronen, you asked me to include in that study how we can help taxi drivers who are struggling to payoff their medallion loans. so today, i'd like to ask for direction on this. the m.t.a. as you know hired a consultant which has produced a draft report on how to improve the health of the taxi industry, and they do address briefly in their report some of the issues that medallion holders are having in terms of struggling to pay their loans. what i would like to propose is instead of doing a separate study on this, is that i analyze the m.t.a.'s report and other work that has been done in this area and come up with our own list of recommendations on how to help these drivers. so i'm proposing to do this separate from the study on emerging mobility services and labor. and lafco is autho
