now, speaking of the uninsured, the san francisco insurance will allegation be affected. the healthy san francisco has definitely helped some of the families in hunter's point bayview. we do have agencies like the southeast center, the bayview medical center and we have health fairs throughout our community but we need more outreach, we need our families to know how to obtain these services in insurance, so i want to see more outreach out in hunter's point bayview, and i'm sure you are aware in my community that we have a high rate of asthma, diabetes and cancer and also trauma, a lot of trauma related issues are in hunter's point bayview and this causes a problem with our children. i am an employee with the unified school district, and i would just like to see that the parents have more access of insurance and know the health benefits available to them because you must realize that good health is a conduit for closing this educational gap for children of color, so please keep this program going, it's very important for our community in hunter's point bayview, thank you.

next d >> supervisors, my name is connie ford and i'm one of the vice-president of the san francisco labor council, you can tell by the color of my hair that i've been around for a while, i know that san franciscans love good health care and health care for all of our citizens, back in the 90's, we passed six initiatives to better health care for our citizens, we know the single payer or many of us is the on the answer and in 94 or 96 that the state ballot that passed, that the single payer initiative, san franciscans passed it, californians didn't, san franciscans passed it, when we got to cfo's, we couldn't have it all by itself in san francisco, so we brought in all of the different force, we brought the federal government funding, the state funding and the employer's funding to help provide access for everything, acso is not just san francisco healthy, healthy san francisco, it's both, the mandate from the employer so they should pay their share as well as everybody, and as your attorney said today, we think aca is coming in, we're excited about the possibilities, we wanted to wor

retain healthy san francisco, [inaudible] we know first hand the importance of the healthy san francisco plays and health being in our community, while planned parenthood supports the affordable health act and its access that health insurance provides, two key problems continue to exist, health insurance will not be affordable to many people and many people will not be eligible for any sort of health coverage under the nca, affordability, more low-income people will be eligible for expanded medi cal, health insurance covered will still not be affordable for many, especially in a high cost city like san francisco, people will not be able to afford this health !insurance premium, a 2012 survey of planned parenthood clients showed that 60% of our patients had no health insurance because they couldn't afford any monthly premium whatsoever, 28% more couldn't afford more than 50 hours a month, accessabilities, we heard it here, three of four million californians will fall through the crack, our undocumented and immigrant families will not be eligible and have been shut out of the family, thes

school in san francisco. in that particular of the families that have school age children -- the problem become the families that don't have school age children and have children that are from zero to 5; is that correct? >> yes. since we're talking abthis i put up the residency verification process. there are many ways to verify their residency. application to or reseep of cal works benefits in san francisco, employment in san francisco, or school or preschool attendance in san francisco, and this fourth one is a clarification of families who are in our emergency shelter system which i mentioned earlier. families that i [inaudible] would be considered residents intend to reside and then residence at any of the following in san francisco. we have families exiting rented dwellings, staying with friends or families. so the issue around school age kids -- it's simply another way a family could demonstrate residency if they happen to have a school age child. my child attends this school, fine, you're done. this is

those have access through city college of san francisco to benefit, others access healthy san francisco now because they don't make enough and there are some of those who would fall through the cracks if we didn't have healthy san francisco. one of the unintended consequences of the aca is the fact that employers are going to appear to be driving down hours for many workers so that they don't need to provide insurance and that's something that is happening all over the country to part time adjunct contingent faculty members all over the country. there are teachers, professors who are not getting the same number of classes or the same number of hours. we're already seeing health care access diminished as city college of san francisco for our part time faculty and we ask that you defend healthy san francisco so that there will be some place for them to go and so that there will be some place for the thousands of others who need to have access through healthy san francisco and won't get it otherwise. thank you. >> i have a few more names. we need to do a lot in san francisco to encourage young people and young families to stay in san francisco. i think we are missing out on a lot of our diversity when young families leave our city. we need to do all we can to be mindful of the needs of young families in the city. we mentioned housing. schools are a big deal. but also being able to be flexible with transportation and children. >> what is happening with crime in your district? give me your thoughts on how you think the police are doing with respect to crime in your district? >> i think we are very fortunate in district two. we have a number of great police captains that oversee the stations that touched district two. richmond and northern are the two major police stations that touched the district. we do have a lot of crime in district 2. both crimes against individuals but also against merchants along our merchant corridors. chestnut. union in particular has been hit. fillmore and sacramento. it is a big deal. we also have the break-ins. we need to be very mindful that people keep their iphones and laptops out of sight. but

enormous success in san francisco and we believe that san francisco will be the model for the rest of the country on how to maximize its success of the aca because of the health care security ordinance. there's a last point that i want to highlight here before asking the department of public health to come and present, in 2015, the aca will include a requirement that employers provide insurance or pay a penalty if they do not provide health insurance to employees that work over 30 hours a week. what's going to happen as a result of this unfortunately, in many parts of the country to the extend that the threshold is at 30 hours a week, there's an anticipation that many employers will be lowering the number of numbers that employees work to 29 or under and because of the health care security ordinance, we know here in san francisco, an ordinance that goes beyond the coverage that the current law provides, we believe that, that trend will not happen in san francisco because the health care security ordinance ensures that employees that work more than 8 hours are covered. this is yet anot

was health reform, san francisco recognized the importance of health insurance and health care access and adopted cutting edge policies x programs that extended health insurance to more san franciscans, these included the healthy kids program which provides health insurance to low-income children, the health care accountability ordinance which requires contractors and less sees of city property to provide health insurance to their employees and the health care accountability ordinance which you will hear about more today and healthy san francisco, our flagship program as supervisor campos mentioned. as employee of the public health system, i'm pleased to work in a place that puts high priority on health and access to health care and it's because of the citywide commitment that all san franciscans have a good health care home, we are doing this by connecting people to the insurance they're eligible for and to those that have no other options. we cannot afford to keep individuals on locally funded programs that are subsidized by the state or federal government. it will not be simple, it

these two programs, healthy san francisco and sf path have put san francisco well ahead of the health reform implementation curve compared to other states in the nation, healthy san francisco was created in 2007 and because of this long history we have of coordinating scare for the uninsured, we have largely add deed pent up demand, it is a spike in utilization that occurs when an uninsured person first gets access to health insurance. we've promoted the medical home model, our uninsured are already used to the medical home, our managed care and which will be most prevalent under health reform. we have more providers in our community who are committed to serving our low-income population and more importantly, we know who and when are uninsured are for the most part, for 71% of our uninsured, we can send them a let e call them on the phone and text message them, we can tell them of the changes that are coming with health reform and help them enroll into health insurance, sf path has given us some experience to create a managed care environment because it is subject to all the rules as
