i'm representing san francisco black and brown alliance and stand with the naacp and [inaudible] anyone and everyone who wants to see justice in san franciscof. let me straight forward. i received a letter from the department of justice in regards key documentation between 1995 and 2015 with the san francisco police department. the one thing is clear, they are speaking about no racial profiling in san francisco. that is interesting because when we request documentation from the sfpd, a lot of times they send us to the sheriff department and say these documents don't exist: want to know how many murders happened in san francisco from 1984-2015 and say they can't provide t. they provide it from pressure from a attorney. my point is this, san francisco has got to be aware that this is a monster that is out of control. it is wise to bring in department of justice because pin other cities like cleveland and philadelphia where the chief at that time charles ramsy said we can't control this, it is too political so we need outside help. we shouldn't stress our resources and man power and woman

we don't do that in san francisco thankfully. we create a condition to actually promote public dollars for housing construction, which i try to maximize and right now and all of us are trying to do that. we also have a very strange way and it is what the law of the land is now of increasing dollars for affordable housing and hat is the inclusionary housing policy which i at some level support. it means we build our increasing dollars for affordable housing and have to have a much more rapid rate of production for luxiary and marblth rate housing to get a small amount of diminishing by growing housing that is affordable. we have nothing like real unregulated free market, but we dehave a supply side that is actually built in. supply side economics iltd beinto how we do inclusionary housing because we rely on affordable housing chblt that is my schooling for economics. i'm not sure if is correct, but it seems to be what my impression is are and i want to vote on this >> supervisor wiener >> thank you very much madam president and su

i think this debate is important, but the bottom line is this, that what is happening in san francisco is that we have produced but what we produced isn't affordable to most san franciscan and you take as a example what supervisor kim was saying about the mission. 7 percent of the units that are in the pipe line now in the neighborhood are affordable. 7 percent. that's after looking at the numbers that show that the mission economic development agency noted in the last few years you have 8 thousand latino families that are pushed out of that neighborhood. for those families what you build does matter. it is relevant and significant because housing is not like any other commodity. housing insuch especially doesn't happen in a vacuum. the fact is we don't have unlimited supply of land and for aench market rate development that you build, that land that could have been used for afford blg housing that isn't used for affordable housing. so, i understand that there is the different perspective and where think we can have disagreement without being disagrubl and the realty is that this goes

community and san francisco public defender's office. what i see is occurring right now in san francisco and plays off of reverend brown's comments there is a felonyization occurring in the african-american community and the african-american community areas of san francisco and that is what is happening with the criminal justice system in regard to blacks in san francisco, and the problem is really focused on those areas. that's where you see the explicit and implicit bias and that's where we see it as public defenders and what we did with the plan for reform and you have a copy of it and i focus in the discussion and what i think as councilmembers you should focus on is the implicit bias training, is the assignment of people of color to the black communities and blown communities and incentives that you can provide for officers to serve in those communities. >> >> either financially or some other way so officers of color serve in those communities. what commissioner -- director hicks said with regards to body cameras san francisco has t

if you look at the san francisco jail population under 6% now of san franciscans are african-american yet 56% of jail inmates are black. whitings make up 22% and 42% of san francisco -- latino americans 15% and asian and the statistics are here and wildly disproportionate. for youth it's no better. african-americans ages 18-25 are the largest demographic in the san francisco county jail and the population of san francisco juvenile hall is about 51% black and 6.6% white. this indicates that's 50 times more likely for an incarcerated black youth to be be at the youth guidance center. according to usa today san francisco is one of the cities listed along with 1580 other police departments that have higher arrest rates of black people, higher than in ferguson. in terms of in a criminal case one of the first things that occurs is the bail setting. these are national studies. we don't have any studies for san francisco but this shows that black defends are assigned greater bail levels than the white counter parts when they're accused of similar offenses and as a result have lower probabilit

is this going to improve the conditions for those that need to be here in san francisco jailed. compared to what the conditions are, what i've seen down in san bruno. but i'll be supporting this. >> thank you. supervisor tang. >> thank you. i just wanted to quickly just share a little bit about the discussion that we had in budget committee on this item. of course, i do want to applaud our city for actually embarking upon a 10-year capital plan for many years. and we are at the end of our first 10-year cycle. in terms of the specific conversations regarding again specific proposals such as the jail. i did mention that in the past we have actually -- despite passing a capital plan, we have actually changed and swapped out certain projects we intended to have. for example, we had initially wanted new acc animal control building in the past. we are now carrying that out with public health bonds. we cycled in transportation bond last year. we are now newly adding in housing bond. and we hope to eventually see whether we can cycle a housing bond regularly through our capital plan goin
