slowly slide southward, and by 7:00 a.m., a few showers showing up near the bay and also around san fransisco and down toward the san mateo county coastline. don't be surprised if you run into a couple of showers. i know we haven't seen a lot of that this winter. a few lingering sprinkles into the south bay and around the monterey bay for the 3:00 p.m. hour. but most of the wet weather will come in during the morning. we will call it spotty, light rain and less than .05 of an inch expected where we do get anything. really, really light. overnight readings with the cloud cover held up. it is not going to be a terribly cold night. the temperatures will be in the 40s first thing in the morning. you will need a sweater or jk cet. 42 in napa. santa rosa 43. half moon bay and out toward palo alto and fremont, 43 in antioch and 46 for you in san jose and down to 42 in morgan hill. clouds will linger. we will see a few sprinkles down to the south. temperatures in the upper 50s to the low 60s right around where you should be for this time of year and for the monterey bay, the temperatures in the upper

let me clarify the san fransisco example. it's an example of a success story because what they've done, and i talked to the women involved in this advocacy, so i don't want anyone to think i'm critical of that effort. quite the opposite. i want to say that that was an example of a cooperative relationship with the city. they were not talking about, and so it moved outside the domain of rights formally or at least classically introduced to them and said we were not talking about suing the city or an individual with a specific entitlement. we talked about how to make the city more responsive to the concerns of women and helping them to come up with ways to measure how successful they were, and we worked with the city, and we came up with an audit, in order to, see the city's policies, and the city found it helpful. it was fabulous and interesting as to shift away from individual entitlements, potentially litigation or to focus on that idea of rights to something more comprehensive. now, what i did want to suggest in the discuss

that's helpful, and same with san fransisco and san jose, try to rely on some additional data, and i think that was helpful with those definitions. community of interest was very slippery. for us, and i think there could be more precision. i will not guess how other commissions looked at it, and we got to the same place once it came down to drawing the final maps, but it's not easy. again, could you rely on more empirical data rather than testimony? sure, you can. this commission went out of its way. if you think of what we set out to do, an i was skeptical when i heard the plans because i came on late in the process, and people talked about 50, and 60 here, and i thought, are you nuts? 60 hearings? that's a lot. i bought into it eventually. well, we better do a lot. maybe just 20. i'm going to get shot down; right? that's not going to command enough votes to do this number or just one good meeting. it was not going to go that direction given the way we were going, and when you try it for the first time, and it's a really radically different system trying to up it up, it may go overb
