san francisco housing prices are very high by the regional standard. in fact, san francisco as of last year had the highest in the county in the bay area, and it has not always been this way. if you looked back, folks in san mateo county and marin county have higher ones. this is existing housing. a household's biggest expenditure is there housing prices. -- is the housing price. how much they spent, somewhere between 25% and 50% is not uncommon. there is no other consumer item that matches what they spend on housing, so if you are in an area where housing is more expensive, workers will have to make more money in order to get by in that area, so what that means is that high housing prices work their way into high wages, and employers see it as less of an economic advantage, and that is the way i think housing most fundamentally affects the san francisco economy. it works itself into the higher wage that workers get in san francisco. it does not necessarily make the workers better off that goes to paying for housing, but it is compared to other parts of

that is the housing that san francisco has built since the 1920's. we're talking about a significant change in the way we look at housing construction and regulate housing construction in order to have an appreciative effect on diminishing prices in san francisco. i will close reenforcing the challenge. housing is expensive in san francisco. it does have economic consequences. it is the consequences of decisions we have made over a long period of time and is challenging to make significant corrections to that now. either through the subsidy or increasing construction. i will conclude my comments and i will be around to answer further questions. >> thank you. supervisor wiener: if you would like to make any comments at any point of fell free to do so. right after mr. yarney. >> it is a a pleasure to be here. i will follow-up on tad and my presentation is brief but builds on the information he just shared. i will begin with talking briefly about the effects of high housing costs on job growth. as all of you know the mayor. the priority is to attract job

we also develop and operate low- cost rental housing in san francisco. we think it's important, while we recognize the need for moderate income housing to be built, we are still producing housing for low-income san franciscans. that group that will never be served by the market. moderate and middle income residents are a solution to the housing issue. we do not support tic's ellis acts, and we would hate to see that be part of the solution. we are not opposed to the middle-income folks. we understand the need for housing to be affordable for all san francisc andans. -- franciscans. we do not really have a handle on the production for moderate and low-income people. anything that is being produced by the market for moderate income people is not being counted. when -- we do grant that the production of housing is so expensive because we do it ourselves. we need to find ways to produce housing a lower-cost sit, not by devoting financial resources, but finding ways to work together. >> good evening, supervisors. i am with the housing development corp. we are

we have a constricted supply of housing in san francisco for a long time. we do not tended to meet our regional targets in terms of creating new housing, and that artificially increases prices and makes it more expensive. we do not always encourage developers to design house and in such a way as to create more moderately priced housing, and so sometimes housing is designed so that it can only be priced at luxury housing. the development phase in san francisco, and we impose a lot of very worthy fees for a lot of different things, from affordable housing to transit to infrastructure. housing fees, development fees, go right into the cost, which goes right into the price of the unit, and at some point, you end up with a situation where the only thing that is penciled out is high and luxury housing, so you have those developers paying to create low-income housing, and you are not creating any market middle-income housing. i also wanted to stress that this is not just about home ownership. it is also about rentals. we do not produce a lot of new rentals, and ren

work on the solution to the problems of funding homeowners foreclosure to get counseling from san francisco housing development corporations. that is for the african-american community, the latino community, and the asian community. we need regulations in the behavior of the banks and mortgages operating in san francisco. the city has to focus on stabilizing neighborhoods that are hit hardest by the foreclosure crisis and helps families due to the foreclosures stake in their homes. corrupt banks are forcing foreclosures on moderate income families. the city needs to keep these families in their homes. thank you. take your money out of all of the banks and make a bank that has got screwed all of the people and put your money in it. >> i am with the housing rights committee of san francisco. san francisco has had its housing crisis for the last 10- 15 years. long before it affected the middle-income folks, poor and middle-class people were struggling to stay in this city. they were facing rising rent and even the rising cost of sro's. the housing needs of this population has never been met. many beca

to collect new ideas, creating housing for the san francisco middle and take nothing of the table initially. we are at the beginning of a housing trust fund discussions and working group process. i look forward to working through these ideas as they come up. while i have spent my mott response talking about housing for the san francisco medal, i do not want to lose sight of housing for the most needy. while we have had a incredibly successful program up to this point, we face an unprecedented crisis with the dissolution of redevelopment. redevelopment has been responsible for creating the majority of our affordable housing and now that the city needs to take on that responsibility, that responsibility extends to all the 100% from the very bottom to the very top. thank you. housing. less than one-third of san franciscans fall into this category. this is low and reflects the hollowing out of our middleclass. we need to reverse that trend. moreover, less than 20% of are affordable housing spending goes to moderate and middle-income affordable housing. the lack of moderate-middle- income affordable housing undermines our economy, our budget, and the city generally. how can we ensure the housing trust fund that comes out of the process you have convened will meaningfully addressed the need for moderate-middle-income housing as opposed to paying lip service to it? mayor lee: thank you, supervisor, and thank you for your attention to trying to get all -- housing to all income levels in san francisco. creating housing in all san franciscans, the 100%, is the priority for this year. i have assigned a mayor's house -- the mayor's office of housing the challenging task of bringing together a broad sector of our stakeholders to create a housing trust fund. that will address housing needs for a broad range of household, including househol

chapter three of the san francisco housing code requires all apartment buildings three units or moree subject to periodic health and safety inspections. when the inspector could not get in, he found himself at the adjacent property. he saw the peeling paint on the subject building, there is a presumption of lead-based paint. he wrote that notice of violation, but we never had a chance to get in to see the whole building. there has been a conversation as of september of this year between the inspector and property owner, but we have not yet been able to get in and see that. while we were able to see parts of the south side, we were not able to see this location. it is not our policy to try to crash addition policies -- adjacent policies when we are doing a routine inspection, so that -- had the inspection occurred, we would have seen that he painted the building, given documentation to show us the fire escape at the front of the building was serviced, as far as maintenance. we have not been able to get inside, though, to see that this side has been done to see the garage and the circu

the number of eviction lawsuits filed by the san francisco housing authority has increased 400%. providing low-income litigants with council also helps relieve government. providing civil legal services has a positive economic impact by improving the efficiency of the courts, saving state and local government millions of dollars in costs in responding to effects of the evictions, homelessness, and destruction of family life. i would like us to consider an ordinance that would declare san francisco to be the first right to civil council city in the united states. this is a declaration that we need to move toward foua more fair and just system. again, i want to thank the leaders of the bar that are here today. it does not immediately establish a right to counsel.

loss in federal homeless prevention and rapid re-housing funds, any plans to increase, is prevention efforts, any plans to expedite the filling a vacant san francisco housing authority units, and moving homeless families into them, and ways we can protect households from for closure evictions. supervisor avalos: thank you, madam clerk. i call this hearing just last week, but it is an issue that has been on my mind for a number of months, especially with the advocacy of the coalition on homelessness, and a lot of the families are related to the coalition, and they work with a lot of homeless families. it was first brought to my attention about our crisis in a sheltering in providing housing for families in san francisco probably at the end of september, beginning of october. in fact, while i was out in my extracurricular activities over the past seven months, at the interfaith breakfast in october, a lot of the focus was on homelessness in san francisco, and a lot of people who work at that time running for mayor expressed that a big part of the homeless population consists of families. that was also in contention that the mayor himself --

but for the well known kelly house in san jose, it was not enough. and in a few hours, this hundred-year-old house went from being historic to being history. >> the sense of loss? >> definitely, yeah. shocked that the house was on fire. >> fire started just before 9:00 this morning. apparently neither front porch and quickly went to two alarm. much of the roof and interior walls have collapsed and with more than half the house sustaining major damage, this could be the end of one of the most visible parts of san jose's past. >> it is sad, because at one time this was probably a really tremendously, you know, fascinating, gorgeous home. >> 12 bedroom, 5600 square foot house was built in 1910. by former san jose mayor, lawrence archer. his daughter lived there with her four sons and after she died in the 1950s, the 63-acre orchard was turned into kelly park as a tribute to the family's pioneering service to the city. >> whether it's 100-year-old building or a beautiful new technology company, i think that's part of this area. silicon valley. the old and
