bob redell is live in san jose with the latest for us.morning, bob. >> reporter: good morning to you, marla. from his office in the civic center in downtown san jose, jeff rosen has been drawing up guidelines, clarifications, rules on how marijuana collectives can operate here in the south bay. the idea behind the effort is to cut down on the number of police raids on pot clubs in san jose. police raided several without warning. they said under new guidelines proposed by rosen, in the future, the clubs would be given a warning, opportunity to right whatever their violations are instead of officers banging down the doors. the principle is to treat them as legitimate nonprofits instead of illegal businesses out to make a profit. he's not offering a get out of jail free card, he wants them to follow state marijuana laws and trying to reduce the tension and friction present between the collectives and law enforcement. he's expected to release the rules in a few weeks so you, the public, can comment. there are more than 100 clubs in san jose.
