typical slowing northbound through san jose. the big issue is getting out of san francisco. we had rain and flooding through van ness, getting out of 101 south out of the city. folks might be avoiding the bay bridge. fuel spills causing a big slowdown off the bay bridge and back onto the approach. this is the problem now, getting into the city is already westbound out of the oakland side. getting out of the city is the problem. kris sanchez has the latest. >> reporter: we were routed off the fourth street off-ramp off i-80 before we hit the bay bridge. that's what's going to happen if you're trying to leave san francisco. these folks have been routed off opt city streets and getting back on at the breent and second street on-ramp. this is a car pool area. another entrance that's open is sterling. i think the goal for chp is to keep all the traffic toward that right slow lane in order to get around that in that cajackknife. the chp thinks it could take two or three hours to clean up the fuel spill. it's going to be difficult to get out of the city. you'll want to use mass tra

he runs medimarts, a pot shop in san jose. but for the past 4 years, he's openly refused to pay the city's 10% business tax, which is required of all medical marijuana shops. he owes at least $1.3 million. so, why is he stalling? he believes paying his taxes could actually land him in prison. david: i wasn't going to pay a tax that breaks state and federal law, and be looking at 10 years to life. female: that's the offer we made to the city. bigad: armstrong and his legal team believe paying the tax would essentially mean they're admitting to selling marijuana, which is still illegal under federal law. so, medimarts sent this offer to the city of san jose. it's willing to pay that $1.3 million with a catch. the deal says the money will not be labeled as a tax, but instead a contribution. and the city's right to randomly inspect the shop would also have to end. do you see any problems with the offer? richard doyle: i think there are concerns. bigad: richard doyle is the city attorney for san jose. richard: you don't want to sen

nu san jose kind of missing out on the rain. we'll see the rain in the santa cruz mountains, east bay hills over to san francisco with gusty winds at times. you can see the bold and heaviest rain for the areas north of santa rosa, up to three inches around mendocino county. getting a tropical boost both from the jet stream and remnants from the typhoon in the western pacific. it is that system that will get absorbed into the westerlies and sent our way toward the coastline into sunday, not as a typhoon, but it will add more available moisture to the next storm that comes in on saturday. that will bring more wind and rain. two storms, one coming in for friday morning and another one we think for saturday afternoon. you see it clearly there in the seven-day forecast. wind and rain and a coastal flood advisory due to the combination of wind and high surf on the coast for friday. there you see inland temperatures next few days look pretty nice. plan on those big changes come friday morning. mike? >> we're looking at no real big chang
