the san jose s.w.a.t. team uses this tool, called an lrad, when confronted with a barricade situation. this is a demo, when they first purchased the device in 2008. now the city is buying several more lrads to use if they need to alert potential flood victims in the future. but those who suffered through the current flooding are too busy worrying about now to think about the future. this home is gutted, appliances lost, and so is the deposit money she gave contractors who never turned up to do the cleanup and repair work. >> after the flood, i was so vulnerable and so shocked and overwhelmed. i was, you know, i was desperate. so i just took what came. >> reporter: city and county crews are also working to repair area parks. this is hillier park in south san jose, a popular weekend retreat for many families, now closed. >> but it was pretty dangerous, so, little kids could be running around. and you know, it's just adults, because of the river. it's kind of really big and, yeah, it's pretty dangerous. >> re

this was on highway 101 in san jose. it was dark and raining at the time. the new report says the bus was exiting the freeway and because markings were old and worn or missing... the driver thought he was in the exit lane. it turns out he was not... and went up a barrier.. rolling the bus. the n-t-s-b says the barrier should have been visible... even in the bad weather... but it was not. the n-t-s-b faults the state for not properly marking the roadway. also, investigators say the bus had seatbelts but only two of the 21 passengers were wearing them. the two passengers who died in the crash were not belted, and were thrown from the bus. 13 other people were hurt in the crash. to read that report in its entirety...we've posted it on kron4.com. maria medina is live in san jose with the details. maria? >> reporter: the rain really starting to come down now. now, this is how high the water had to get, um, for it to flood in this area last month. and just to give you some perspective, we're going to take a look at where coyote creek is now under the bridge that we're standing on. the santa clara water district was blamed for failing to alert residents of rising waters before it reached their doors. last month 14,000 people evacuated and hundreds rescued by boat. the santa clara water district was in the works of retrofitting anderson dam but that project had stalled and last month water from the reservoir went into coyote creek causing it to flood after some heavy rain. today, santa clara water district leaders will hold a public meeting about that project so that it doesn't happen again including increasing the height of the dam and the wall of the spillway as well as replacing the existing pipe. now we have been talking to flood victims for the last few weeks and it could be months

san jose city leaders say they may do more. ktvu's alley rasmith you're in san jose. >> good morning. yeah, at last check there were still 180 people living in the seven hills community center here in san jose. about 20 of them according to reports are children. and most of them were forced out of their homes in san jose after flooding. now this is some video of what the shelter looks like and the days immediately following the flooding. inside, again there's about 180 people there. but today the san jose city council will decide on whether or not to declare a shelter crisis. if they do that it would allow them to keep the steps until the shelter opens until may 31st of this year if needed. it would authorize the city to spend up to $790,000 from the city of san jose to do that. a cost was more than $50 million. about $18 million to public property. with about 140 of those homes sustaining major damage. hundreds of house holds remain displaced three weeks later. along with homeowners and 10 apts many people staying were homeles
