in san jose are in bad shape. he says the current bill to fix city streets could total about $1 billion over the next decade. the city facing yet another deficit year just does not have the money. so at last night's city council meeting, city officials began talking about a parcel tax for homeowners and businesses to upgrade the roads over the next decade. here is the stringer. the tax would cost on average $300 to $400 a year for property owners. city officials say the brunt of the cost could land on businesses. so homeowners would may more like $100 to $200 a year. again, the load block again is getting this approved by voters. it would require about 67% approval by the population, by the voters here in san jose. it's not as if, in fact, this is going to be on next month's ballot, laura. in fact, the next time they're going to be talking about this issue, city officials will be looking at the issue again is not until march. >> thanks for the update, marla. >>> sticking on the roads, the mtc asking the state pane

a lot going on in san jose. the latest homicide on the 1700 block of ross circle where an 18-year-old man was shot and kill. crime scene cleaners left a minute ago with the police car cleaning up the sidewalk behind me where it happened. the report of the shooting came in just before 9:00 last night here. police found the 18-year-old victim with at least one gushed wound. he died at santa clara medical center around midnight. this morning again just 20 minutes ago is when the crime scene cleaner showed up, washed the blood off the sidewalk and removed medical gloves and gauze that was used to treat the victim. this is the latest of a string of homicides here in san jose. the last one was sunday before noon at an apartment complex on the 400 block of worcester avenue. a suspicious man appeared armed. an officer shot and killed the man. that was the sixth officer- involved shooting this years the third fatal one. that doesn't count as a homicide. it's an officer-involved shooting but it was the third fatal one thi

he was the popular president of the san jose chapter of the group. the 51-year-old was shot at the nugget casino september 23rd. the police had a heavy presence when townsend was gunned down in front of thousands. he was a bail bonds man in san jose and the memorial at his office grew throughout the day. >> the tragedy and the man was loved and respected. it's something i can't -- they both were -- you can't understand it. >> i think we are all in shock. it's even harder to deal with the loss. >> reporter: the funeral shooter is a member of the san jose chapter named steve ruiz. the newspaper said fellow bikers took him away in the chaos after the shooting is now himself likely dead. finally the police convinced a judge to let them dig up the dirt at the grave. they say evidence that the funeral shooting had disappeared and they thought some of it may have been thrown in to the grave. the coffin was not opened. as far as a motive for this weekend's shooting the two men got no an argument and now san jose police fear there may be revenge in connection

he says san jose has had 37 homicides in all of this year. that's her than double the rate of last year, all of last year. so in light of all of that, police and the santa clara county d.a. had a press conference at san jose police headquarters. that press conference is still going on. at that conference, police had updates on two high-profile cases. the first, the hells angel shooting that happened -- that happened at the oakdale cemetery on saturday. police identified steven joseph ruiz as the man suspected of shooting and killing a fell local hells angel member at that funeral. police believe he and the victim got in an argument at the funeral right before that shooting happened and police say they do have a warrant for ruiz's arrest. but at this conference, police suggested ruiz might have been killed by other hells angels' members. >> he left his motorcycle at the scene. we still have that motorcycle and i would think that if he was still around, he would want his motorcycle back as well. >> reporter: the other case were two individuals

in san jose, kris sanchez, nbc bay area news. >> all right. thank you, kris. >>> staying in san jose, more tonight about the two victims that were gunned down in that brazen weekend shooting that kris mentioned. they both died as a result of a shooting saturday morning along the 800 block of south third street. their bodies discovered inside a house just a few blocks south of 280. they had both within students at san jose's university earlier this year and were in a relationship together. >>> so the numbers are pretty alarming. 34 homicides this year, 36 if you include san jose state. it is a dubious number, and stark evidence that one of america's safest big cities is now more violent. we're joined by san jose's police chief, chris warren. chief warren, nice to see you. you took over earlier this year with the official title. are you surprised by all of this? >> we had 20 homicides last year, all of calendar 2010, and obviously the number we're at right now is just too high. for a city of a million people, that number is relatively low and we

we're in south san jose this morning. this is where 52-year-old steve townsend will be buried tomorrow. here's how everything went down. one month ago at the end of september jeff pettigrew was gunned down by rival biker gang members in nevada. on october 15th he was laid to rest. he was one of the people and police say he and a fellow h, ll's angel got into a fight. that's whn he was shot. san jose police were on hand for pettigrew's funeral. they were not inside the gates. and department officials say they are going to be doing the same tomorrow. essentially follow the same protocol. but just with more officers. we'll have to see if this is enough to keep things safe. the major difference between their funerals, unlike pettigrew's, his funeral is invitation only. organizers say this should keep the numbers down in terms of how many people end up showing up at oak hill memorial park. they say they hope this keeps the situation under control. now townsend will be will laid to rest tomorrow afternoon. laura? jo jon? >>> po

they were -- san jose. they found an 18-year-old man who had been shot and the victim was taken to a local hospital where he had later died. police are not releasing his name until family members are notified. still no information about a suspect or motive. >>> they reportedly identified the man for last weekend's deadly shooting in san jose. alley colby rasmus is here to tell us that subject may already be dead. >> reporter: they are not officially releasing the name of the suspect they are looking for the suspect believed to have killed ta uksn. sources told us that ruiz and he had argued and it happened at this oak hill cemetery where martin tausan was attending. this photo from the san jose mercury news shows a crowd looking at the ground in the moments martin tausan fell. they are hampering the investigation and ruiz the suspected shooter was nowhere to to be found. police are still looking for him and it's possible other hells angels took him away. they spoke to him days before he was shot and in that
