christie smith joins us live from san jose with a program that our city is all about. >> reporter: san jose police tell us they've heard the complaints from residents. it's well known the staffing numbers are down. but they say they've come up with a plan using what they have. they believe residents will notice a real difference. this program is called "our city." they're saying when officers respond, people will feel that they were given the courtesy and crime prevention tips that they deserve. this comes as the department is dealing with real serious issues. chief moore retired. the department is down to around 1,000 officers. in 2008, that was closer to 1,400. there's uncertainty around pay and benefits. property crime is up. they'll be retraining officers and refocusing. here's what sergeant jason dwyer had to say. >> we as a department feel we have to draw a line in the sand, stop pointing fingers and be proactive and innovative in how we drive the numbers down. we're watching the numbers. some of the other things we're going to do in our city are going to help us drive the violen
