so far no arrests have been made. >>> in san jose a proposal to house san jose's homeless and keep them from forming camps will go to the city council today. ktvu is live in downtown san jose this morning where many homeless people are still living on the streets. >> reporter: that's right. we're here behind the hp pavilion where we've found somebody who is homeless here sleeping on a park bench. the homeless have scattered after they break up the encampments, you'll find some in city parks, others in the creek beds. this is a video of a cleanup of an encampment near the san jose airport last friday. it cost the city around $30,000. one of the ideas being floated by the city council today is to ask the county to match the city's financial contribution towards rapid rehousing for the homeless. the council wants to partner with caltrans and the water district to continue to do cleanup, a director from the housing department told me the homeless may tire from moving around and this may deter them from setting up camp and leave them to seek help. this takes a tough love approach and would implement a new trespassing policy again
