now, members of the san jose city council are pushing an ordinance to keep it from happening again. news south bay reporter zach fuentes has the story. >> the silvery towers in downtown san jose near san pedro square. stand tall today, but the construction of them more than five years ago led to controversy. tsay, a subcontractor from hayward, was accused of recruiting undocumented mexican workers, forcing them to work more than 24 hours at a time. and not paying them proper wages. they also lived and worked in unsafe conditions as they were in a shipping container like warehouse where they were locked in at night after a federal investigation, the hayward man was convicted and received a prison sentence. ruth silverton is part of the santa clara county wage theft coalition and the south bay coalition to end human trafficking. she was there five years ago to offer services to the workers in 2021. she says the wage theft coalition found that more than 12,000 santa clara county construction workers were victims of wage theft. wage theft is really when employers do not pay workers, they

. >> in the south bay city officials in san jose are proposing a new law to make it easier to arrest le in possession of a stolen catalytic converter kron. 4 charles clifford has the details. >> well, here in san jose city officials have been working to crack down on catalytic converter thefts. they now want to propose a new ordinance to make it even harder to steal and sell converters under the current law. a suspect can only be charged with stealing a catalytic converter if that converter has a serial number or marking on it that police can use to identify it as stolen property. >> but oftentimes thieves will simply remove any identifyinl marks if passed. this new ordinance would make it illegal to be in possession of a catalytic converter that is unmarked. >> so this is a loophole that's going to once closed enable our officers to do their jobs and hold people accountable who are stealing his catalytic converters. earlier this year, california enacted to laws meant to make it harder to sell stolen catalytic converters in san jose. the number of converter thefts has been cut by more
