san jose. kimberly terry has a look at the rallies and the counter protests of the tea party. hello, kimberly. >> hello, diane. we're waiting for marchers to arrive here at san jose city hall. they headed out about an hour ago after holding a gathering there. it's about a 3 1/2 mile march to san jose city hall where they will hold another rally here. this is one of hundreds of rallies taking place across the nation today. i want to show you some video from a san francisco rally held earlier today. this tradition started well over a century ago. really took off in just the last several years. protesters say they're calling for an end to that criminalization of undocumented immigrants and also calling for protection of workers' rights. one of the organizers of san jose's rally says they are specifically voicing their opposition to recent efforts in wisconsin and also ohio to strip collective bargaining rights away. while the issues do not specifically impact workers, they don't want to stand in solidarity with the union worker since he says a majority of the immigrants make up the largest unions. >> fight for and voice our concerns that immigrants and workers are under attack

. >>> public safety is on the line as the city of san jose tries to fix its $115 million deficit. kiet do has more from city hall. >> reporter: good morning. no department will be spared in this upcoming city budget and that includes police and fire. right now, city leaders are trying to figure out exactly just how many police officers and firefighters will be laid off. in fact, several dozen police officers have already received their pink slips. the first time in the city's history leaving many on the department stunned. san jose's on pace to reduce the force down to the size it was a quarter century ago. the city is trying to aindividual to a repeat of this scene last year where firefighters were laid off again for the first time in the city's history. after ten years of budget cuts, the mayor says anybody with any good ideas out there about how to get this $115 million budget deficit now should speak up. here's what he said this morning. >> there's a lot of pain. certainly more pain than anyone wants. but the reality is we don't have enough money to go around. >> it's the worst budget crisis we have seen in

san jose are fighting the decimation of their programs today. >> reporter: today, san jose abouts youngest and oldest gathered to take on city hall. they are hoping by uniting vices they can save services. staffers are recommending cuts to the senior nutrition program from $1.2 million to $550,000. cutting at-risk youth programs in half from $4.3 million to $2.2 million and the healthy neighborhoods program which helps both groups could drop from $3.5 million to $400,000. some feel the drastic cuts are pitting the two groups against one another. since the healthy neighborhood's program dollars will have to be shared. 400 people packed city council chambers today during a special hearing to try to convince council members to change their mind. >> it isn't okay to treat seniors this way. is it okay to cut and hope that it works out? i urge you to reconsider such severe cuts to seniors. >> we don't have enough money do everything. we are glad to be able to fund $550,000 for senior nutrition. we know that is not enough. >> rrpt mayor blames the city's 115 million budget deficit on the unions and rising pension costs. police ofciersd s

news the number of city workers in san jose could reach its lowest level in a quarter center because of a budget proposal unveiled by the city manager. kiet do joins us now from city hall with the tough details. good morning. >>> reporter: the city manager released the budget and it is ugly. even in a best-case scenario where the city got all the paycuts they are asking for, we are looking at hundreds of lost positions which means we could city a repeat of this scene last year where firefighters were let go from the city's budget for the first time never san jose's history. they may do it again this year. the city in its tenth straight year of deficits and each year it gets worse. this time it's historic at $115 million. 588 positions could be cut. of those 588, 370 are actually aoffs. firefighters would lose 64 positions, five actual firefighters. and the police department would be hit especially hard, 195 positions would be cut and 122 officers could be taken off the streets. that would be a first time in the city's history, as well. the mayor released a statement saying we cannot continue to cut services and lay off employees year after year. we must attack the root

city hall. every council member in san jose relies on a staff of 4 to 6 people and every council district is servedy an administrative assistant except district 1. >> of course, there is still administrative tasks to do, but that can be shared throughout everyone in the office and everybody has to do a little bit, and if i have to do a little bit, i do it. >> the union representing the administrative assistants is crying foul and here's why. the administrative assistant position earns about $71,000 a year, but the salary for council aids vary dramatically. the four people in constance's office make $12,000 a year for an intern position to approximately $40,000 for a council assistant. the union said it's in their contract that administrative duties be performed by someone from the confidential employees organization. the union said the position is to serve the residents, not the individual council member. >> these are professional people. they do have professional skills. these are also people who have an extensive knowledge of how the city works, what the city does. >> council member constance say

city hall. we are trying to close the deficit with existing rev views. we are facing 122 layoffs. this is the first time we have laid off sworn officers in the history of san joseto an negotiated agreement. it looks like we are going to have 250 cuts. >> the high cost of pension appears to be part of the budget concerns. any way to deal with that in the future? >> the cost of pensions are what are driving the budget deficits. it's not sustainable. there has to be change and there will be change for us to move forward as a city. we won't have services left. you'll see discussions today and the upcoming days. primarily, we are looking at a negotiated agreement or valid mesh in the fall that would change the pension system. >> all right. it is tough. you are dealing with all this and at the same time, san jose was known as one of the safest cities in the bay area, but it's quickly losing that reputation. 20 homicides for this year alone. it's surpassed the total of last year. it's going to jeopardize your reputation but is there anything you are doing to run the department now? >> two things. we are the largest city in northern california. all of last year we had
