. ♪ and the san jose state university has decided to end a policy that guarantees admission to local u applicants. that will affect hundreds of students from santa clara county high schools and community colleges. >> historically san jose state university has accepted all eligible californians. in 2009 they began limiting emissions to students outside the community while maintaining a local guarantee for applicants from schools in santa clara county. beginning in the fall of 2013 that will change, giving way to a new policy designed to reduce enrollment the university blames the lack of adequate funding from the state. >> the purpose of this was to allow students to go to college near their homes so they would not have to pay for the expenses of moving away. what was decided today was that the budget cuts are so severe, we can no longer guaranteed admission to all applicants. >> they will maintain what they call a local area presence. applicants must choose a first or check second choice of major but if they are not admitted to either one they will not be guaranteed admission. >> if w
