after months of negotiations, political science lecturer donna crane from san jose state university. joining us tonight about what comes next. donna, this definitely has to be a basically a bullet to the plan that so many folks thought could%be, you know, could help so many americans out. where did things go wrong after months and months of negotiations. >> well, thanks for having me. i think at least a couple big things went first of senator schumer is the majority leader just doesn't seem to have found the right set of incentives to bring along joe mansion. joe manchin is a very conservative democrat from west virginia. he has his own political base as his own donors, his own needs. he doesn't particularly care if democrats pass this bill and schumer in the white house just haven't seemed to have found the right combination of incentives to bring him along. i think second it. we just have to say that this is this is sort of the the reality of the white house running into a 5050 senate, right. the senate that super closely divided the can't afford to lose even one vote. so i get it.

on january 27th for restitution hearing an update now on the homelessness crisis facing san jose state universitycates won a small victory for students in need of temporary emergency beds. the university recently agreed to allow students access to the beds for four weeks rather than two days without asking them to take out a loan. the student homeless alliance has been urging the university to offer emergency beds to any students who request them. without restrictions. students who need beds say the time extension on the beds allows them to find a job or receive a paycheck without having to worry about paying for shelter. we'll let him do approach to how sanitary oh county response to mental health emergencies. a pilot program launched today in four cities in that county, where a mental health professional will partner with an officer on certain calls. south san francisco is among the cities participating, and joining us now live to talk more about this program, this south san francisco city manager mike free trial. thank you so much, mike for being here. this all begins with that call to 911. wh

san jose state started his first in person graduations for both class of 2020 and 2021 as promised. when the lockdown prevented such gatherings nearly 2 years ago, the university promised that all graduates would get a ceremony someday. each consists of a few hundred graduates, socially distance from one another, on stage there is no handshake or no diploma handoff. once done, everybody moves outside. you did not have to walk. >> yes, but this experience, there is no words to explain it. it is a special moment. >> to be the first one graduating in my family. so proud. >> reporter: they dropped out of san jose state in the 1990s and came back to finish his degree in african-american studies 30 years later. did you have any doubt in your mind you would make it this far? >> no, once i started, i knew i would finish. it teaches perseverance. see it through and hang in there. >>> to wall street were stocks continue to slide today as the dow jones dropping by triple digits, down 106 points and the nasdaq falling by 175, and the s&p down 34. >>> steph curry on the verge of making history tonight in new york city in madison square garden as they have a national televi

arriving at san jose's civic center inside buddhist theme service honoring the life of kevin machida. he began his law enforcement career not long after graduating from sac state university, diminutive in size, but having the heart of a giant garnered the nickname the energizer bunny for always being on the go. first job was with the oakland housing police , but he also worked in san jose and ultimately retired from the coma. police department in 2018. 56 year old was shot while protecting a cron for reporter in oakland a day before thanksgiving. he died days later due to his injury. kevin had the perfect balance of enforcing laws in helping the community and whichever he could to improve their quality of life. i know kevin is so grateful. for everyone being here today. and we are. too 56 year old leaves behind grandchildren, children and you just heard from his wife and best friend, gina. and she just body has already been cremated. after the service. two limos carried the family and his urn from the civic center. there is a private memorial at their home later tonight. we'll have much more on this service coming up in the five o'clock news now. jesse gary ktvu fox two

san jose state they have been homeless at some point. the student homeless alliance negotiated an agreement with the university to provide temporary housing assistance nearly two years ago. they claim hurdles are preventing students from getting promised help. >> in the first one half of the semester, over 100 students requested for housing assistance and only one person was granted an emergency bed. david: while san jose state has made temporary beds available, the student alliance lanes unclear eligibility rules and efforts by caseworkers to assess the applicant's financial resources for the lack of assistance. that left the impression they would have to take out loans. >> we ask, is equitable for students experiencing homelessness to be asked to further their debts and the education system when they cannot even afford proper housing after the thousands of dollars spent to pay for school? david: the associate vice president believes the complains are not valid. an eight-member office has been crated for students to apply for help. a food pantry has also been created. >> we do not turn students away. if they need assistance, we will help
