she tells me there are absolutely no mandatory evacuations in san mateo county. although people think that's what they're hearing from san mateo county service. that's what some people thought they got when they were awakened by the reverse 9-1-1 call. there's confusion about that. the waves behind me, they're impressive most of the time but this has nothing to do with the tsunami or anything else. the concern is maybe there will be something happening down here that will push this water over the break into the people's homes but so far there are evacuations advised, not mandated. so it's an advisory only to leave the area. take a look at some pictures from up at ocean yanna who will. kristen was talking about the seven evacuations center. law enforcement up there, dozens of officers, every single one ready to come to the low-lying areas of san mateo county, get on their loud speakers and tell people that the evacuations had become mandatory. that order has not been given. right now it's just an advisory. we did talk to a person who received that reverse 9-1-1 cal

from san the tail county in particular about the implementation of how legislation would be affecting residents in san the sale county. i think there has been a lot of disinformation people in san mateo county have had. many elected officials have seen this as having a negative impact on residents and workers, and we did the work of developing the ordinance into a hearing that was done with the puc back in last april. we have just a lot of concerns about the impact. we are not flooding san mateo county with san francisco workers, especially because there are a lot of ratepayers in san francisco contributed -- contributing as well as relationships that centel has at the airport, so we want to make sure that they can say that there is a benefit to the airport being in san a tail county as well as they're paying into and buying water from the puc, that those investments that they are making, that connection they have to this project means they will have access to the benefits of local hiring. that is how we craft the legislation. i think we are making headway. we're going to have another meeting with the same two supervisors and with assemblyman jerry hill, to really look at how misunde

earlier today, we saw a tornado warning go out for the san mateo county area. the national weather service did see signatures on the radar indicating possibilities thereof. they did issue that. a warning expired at 11:30 and at this time, areas right around south san francisco milbrae, burlingame, we do have wind continuing to blow. the wind is blowing pretty good, gusting to 30. san francisco airport reported gusts to 34 miles per hour. we are far from seeing this overjust yet. some of the heavier rain remains right over the area into richmond and berkeley. you will find this along i-80. it's going to be a very, very tough drive. berkeley seeing some moderate rain and it's just off to the east. very, very heavy here near the martinez areabenicia seeing some very heavy rain. this is heading towards concord. martinez seeing some pretty heavy rain. by 12:15 or so. and down into areas near -- let's see if i can move this a little pit farther to see if we can pick upconcord. so this continues to push off to the east. we are watching a few cells move northeast but i

we take this, you'll see at 11:02, we had a tornado warning in san mateo county. there have been little in the way of damage reports. as far as an ef-1, winds 86 to possibly 110 miles per hour. we are going to continue our coverage in ocean beach. you were tracking it this morning. wild, wild bay area weather. >> reporter: that's right. the national weather service tell me they only issue tornado warnings in our area once every three years or so. we are experiencing kind of the calm after the storm right now in ocean beach. but actually, the bay jerry no stranger to tornado activity. there was one at sfo and in may we saw a very strong tornado in sunnyvale. that one made national headlines. on the enhanced fujita scale, that was the strongest they've ever recorded. take a look at this unusual sight captured right here from ocean beach. rick gutierrez picked this video up of a water spout. he said he was in his house and it started to turn very, very dark where he was. and he captured this video. he said he watched it along with pea-size hail coming down simultaneo

i'm at the junction of 35 and 92 here in san mateo county. just up the hill higher ground from half moon bay where people were evacuated at around 3:30 this morning. you can see a lot of people still here standing around waiting for the all clear and i just got off the phone with the sergeant from the san mateo county sheriff's department who says they are not going to issue that all clear until the tsunami warning is over and it certainly is not. you can see some folks over here, people still in their bed clothes because they got that call at around 3:34 a.m. some of them had their door knocked on by sheriff's deputies. there were some volunteers here with the sheriff's department that also knocked on doors and told people to get to higher ground. it was voluntary evacuation. we want to show you the backup from earlier this morning. this is in the wee early- morning hours everybody trying to get out of half moon bay. those low-lying areas. and this is where they ended up then after that traffic jam that lasted for hours into this morning. so

one of the locations twitter has said to be considering in san mateo county -- the other is not listing reds and i don't know what that is, but my suspicion is it makes it more disadvantageous to the city. focusing on a property in south san francisco, we looked at twitter's expected growth in terms of what they need, what their rents are at what the relative tax burden would be in the two jurisdictions. hear, the particularities of the tax comes to the for particularly as they relate to twitter. san francisco has a payroll expense task of 1.5% of employee compensation. that refers to any consideration granted to an employee. their wages and salaries, stock options they're granted, or anything else the business gives the employee in exchange for the services the employee provides. because the payroll expense tax includes stock options, for a valuable technology company like twitter -- for a point of context, twitter had a round of outside investment funding to years ago where it was valued at $250 million. it had another round of funding in december of last year where it was valued at $

i want to read a new message from the san mateo county emergency system. they are just saying that all beaches and low-lying coastal areas should be evacuated immediately. as we have been telling you, and schools are listed as well. leave the coast, law enforcement will direct you. if you have no other place to go, evacuation shelters are set up at taranova high school, fair lawn view high school and pescadero high school. this information was sent to the folks in princeton, moss beach and other coastal communities. daly city, pescadero and other areas inland need to take note. this will come in around 8:08 this morning. it is not just the initial wave, but it is also the surge of water that comes in through the bay. a reminder the bay extends south and north past the golden gate bridge. so we'll look at the maps here. we are looking at the marin area here underneath the golden gate bridge. water is pretty calm. we have about four hours until we should really see this, but the big update will come once hawaii sees bigger waves. >>> we are going to talk to

. >> kristen: attorneys in the trial of a san mateo county teen trying to kill a teacher with pipe bombs will try to break a jury deadlock. they found him guilty of five of the seven charges against him. they deadlocked on the remaining two. they indicated they may be able to reach a verdict if the prosecution and the defense clear up some questions. >> eric: officials in hercules are planning to address a dangerous situation when the city council meets tonight a rained soaked hillside is forcing families out of their homes. alan wang reports. >> residents of the heights subdivision in hercules say a chunk of earth broke away from the hillside and slipped about ten feet. >> it was breaking off and mud was sliding down toward the backyard. >> muddy water poured out of the saturated hill and damaged these homes along carson street. four were red-tagged and people had to move out last week. four more were yellow-tagged giving families limited time. >> when the hill comes down, the folks are going to have a lot of mud in their homes. >> the fear is that it could all come down any minute. >>

anyone living in san mateo county near the pescadero creek that is at flood stage at 12 feet. we're talking about fast rising and quick moving water. when you do come upon water, if it's in a roadway, near a creek, river or stream. you don't know the depth of it, do not drive through it. flooding is one of the number one leading killers when it comes to weather across the nation. we have a flash flood warning that's been extended. for the san lorenzo river, over 800 people impacted by the reverse 911 system as that river is at about 18 feet. we'll see this flash flood warning go on and off throughout tonight. with pockets of rainfall coming back. paradise park is part of the evacuation. we're not looking at any heavy rainfall offshore for those in santa cruz, that's the good news, we could see isolated areas of heavier rainfall develop. for the pescadero region we have plenty of rainfall on the way, if you live near that creek, you want to monitor these conditions closely. also, down here in redwood city and san jose, we're finding moderate rainfall. pockets of heavier rainfal

i understand it is in san mateo county. i'm curious to know what kind of out -- have done if any at all to engage with the community -- what kind of outreach you have done if any at all to engage with the community. >> all of the outreach would have been done by the caltrain jpd itself, so why don't i let the staff that is your answer that? >> as we mentioned, there have been a series of public meetings held. we have also had the information posted on our website. we have been receiving e-mail comments. we have collected the information and will present that to the board. one of our criteria was to look at ridership. the ridership in the bay shore station is about 137 people a day, so that was in the lower end. our government stations are in the range of 3000 boardings a day. supervisor cohen: i understand the criteria you use is current ridership. i wondered if you took any consideration into the planning that is going on, the work brisbane is doing in terms of developing an executive part as well as housing, which actuall
