we had 16 million tourists come to san francisco last year. 50% of those tourists said they came to san francisco, the number one reason was to eat. that's eight million people coming here to eat. that's fantastic, but it underscores the importance of the industry we're talking about and making it more exciting especially around that convention area, as well, in the south of market, a more pleasurable dining experience, coffee experience with brunch, that's great for the city. it means they come back. it means they spend more money next time so we would encourage you and encourage the supervisor to expand the scope but really applaud his leadership and continue to support the legislation. thank you. president o'brien: thank you. any further public comment? sorry, i can't -- seeing none, we can take an action item on this, right? can we have a motion from one of my fellow commissioners? >> i motion to approve this ordinance but i'd like to motion that we approve it citywide including the south of market and westportal and pacific avenue. >> make that a recommendation? >> approving it, re

like many of you here, i did not grow up in san francisco. i grew up in another part of the country that was not quite as tolerant or reverse. san francisco drew me as it your all of us because we live in a very special place. i want to say on behalf of the board of supervisors, we have a special responsibility and leadership role in the world. as we come together, we symbolize all of the space -- this faith we have inhumanity, civil rights, as a common family. -- we have the spacfaith in humanity, civil-rights, and as a common family. i want to congratulate our grand marshals not just for being lgbt leaders, but for representing what is truly the best of what it means to the sentences in -- a san franciscan. i also have the pleasure to bring up one of my wonderful colleagues. if someone got to know in law school long ago. this person has been a tremendous leader in san francisco within the communities he has been so proud to represent. david campos, please join me. we have an incredibly close relationship with the county and city of san francisco. the land or the property on which our museums are located belongs to the city and county of san francisco, and each of the museum buildings, which are on my overhead slide and the handouts we have just distributed also belong to the city and county of san francisco. in fact, the nemuseum of the top of the page was given to the city and county of san francisco, and at that time represented the largest private sector gift of the city to san francisco at $210 million cost was raised entirely and elderly from private sector funds -- and utterly from private sector funds. the fine arts museum employs 562 full-time and part-time persons, of which 349 are san francisco residents. we are very proud of that. since the opening in 2005, the combined you museumuseums hn visited by over 11 million persons. in the calendar year of 2010 with an attendance of over 2 million, 2,043,000 persons, the de young museum was the fourth most visited museum in america, behind the museum of new york and the nati

san francisco's first asian- american mayor. >> this has been an unprecedented and historic transition of power here in san francisco. i am so happy the board of supervisors came together to select an outstanding choice along many outstanding candidates to lead us over the next several years. >> over the past several months when this issue has come up, it had been agonizing. the board has been put into a difficult situation. there are a lot of differences of opinion on how to run the city, how to mass make a decision, who should be in place, 11 people to agree on that is a challenging thing. i think we have done the best we can do in the process, considering the difference of opinions. >> the people of san francisco can now choose their mayor, the direction they want to go. that is why this decision was so appropriate. >> the other big shock is that the moderates seem to have won this round. people thought, progressives have themselves on the board. there is no reason that they will not get together and take a noted leader who is a progressive to be interim mayor, and then stayed there fo

to the city and county of san francisco's carbon footprints. therefore, the san francisco department of the environment has brought together two sets of stakeholders to advise the city on building with energy issues. the first is the renewable task force. the second of which, we, the undersigned are members is the energy independence advisory pafpblet as advocacy organizations and businesses connected to the property, buildings and energy industries, we have focused on energy use, particularly natural gas use in buildings, and energy efficiency in green buildings. our main discussion was the need for discussion among stakeholders in the economy, academics, building scientists, tenants, policymakers, and property owners and managers. inceased access to the latest research and information about energy efficiency and green building and the financial benefits would boost the energy efficiency sector through more effective green and social marketing and the creation of a critical mass of awareness. we are committed to working with the city to foster

ballet, san francisco performances, san francisco jazz, odc dance, san francisco film society, san francisco symphony, and san francisco opera. we are also joined by members of the sentences for unified school district visualize performing arts office. we represent over 200 grantees. we ask that you please protect the proposed budget for the arts. everyone need to sacrifice, but the arts community has taken a disproportionately significant cut in the past. we ask to stop being unfair to the arts. we have done the best we can to cut our budgets and be creative in ways to generate revenue in this very difficult economic time. more cuts to our funding would result in cutbacks on staff and a reducing programming. please nknow, our 200 members, e benefit san francisco in many ways, including educational programming to tens of thousands of schoolchildren. almost every public school in the city receives programming with us. the programs are with children who need it the most. they tend to be the more low income, disadvantage, and emotionally-scarred youth. we have ways to reach them and give them a chance to learn in a new way. we also employ thousands of residents

i am with the port of san francisco. you have before you a cooperative agreement between the port of san francisco and the san francisco bay area rapid transit district, known as part -- bart. bart currently maintains a facility known as the san francisco transit structure, located on and under the very platform east of the ferry building, on property owned by the port of san francisco. bart has existing barriers on the platform but now proposes to construct enhanced surface and marine barriers within the boundaries of the san francisco bay and the plaza platform to protect its continuing transit use. as this is a bart project, bart not only is responsible for the funding of the project, but it will also be responsible for ongoing maintenance and repairs. bart will also be responsible for any claims or issues that arise from the general public or the area stakeholders regarding the barriers. bart must obtain port building permits for the project, which require that federal, state, and city regulatory issues be procured, s

san francisco, and who are between 18 and 64. there are many individuals who work in san francisco who do not live in san francisco. many of those employers would not be eligible. in addition, because healthy san francisco is for individuals who are not insured, there are employers who use it to make supplemental expenditures above and beyond what they may choose for their employees. that individual would be ineligible for healthy san francisco. they would get an mra. finally, because it is for individuals between 18 and 64, if that employer was making contributions on behalf of someone under the age of 18 or over the age of 64, irrespective of their county of residents, they would also get an mra. those are the principal factors we would use to decide whether they would get healthy san francisco. commissioner yee riley: are their standards in terms of access? >> we use the guidelines that are set out by the internal revenue service, the tax code. we use that guideline in reference for the range of expenditures that are held related that are eligible for reimbursement. we provide a listing of that two employees. they also

san francisco. i would like a voice at the table to create policies that will minimize the stigma that san francisco is not a business- friendly city, minimize the stigma of that san francisco prioritizes the rights of dogs over children. we started walking down that path largely because of political ideology. it is less about politics. i want to have a positive impact on the city overall, specifically district 10, connecting it to the city. people have been left to defend for themselves. i am honored to have been elected to serve to be the next advocate for the next four years, hopefully the next eight years, to really protect, defense, and serve the residents of district 10. >> we will talk more about some of the issues facing district 10. before we do, i would like to know a little bit about what you learned campaigning for supervisor. talk to me a little about that experience. >> first, i learned that a lot of the conversations we have about our neighborhood and community happens in silos. we have folks only talking with visitation valley. we have folks in bayview only talking with and a small corner of the bayview merchant quarter. we don't have peop

we do not ask that information. >> for me, as a resident of san francisco and a san francisco taxpayer -- if one of the goals of this program is to protect the san francisco taxpayer, i would like to know how many employers are being defective subsidized by our taxpayer dollars. -- being de facto subsidized by our taxpayer dollars. when we look at shifting this $52 million relatively quickly, and people starting to shift their game plan around, it would not be good to continue the exodus of opportunity outside of our borders while our residents continue to be -- continue to live here, but will be employed outside our city and will continue to receive health care here. i understand you do not ask it. it is a status question. but i think in fairness to the business community it is an apropos question. president o'brien: any further questions from commissioners? i would like to ask a couple of questions myself. mr. goldberg, if i could ask you a couple of questions, and supervisor campos. maybe the question might be more directed to you. it seems to me from what i have heard tonight, whic

i also have a background in politics on both sides of the day here in san francisco and oakland. i have done fund-raising for different candidates. i have work experience with the federal reserve bank of san francisco. i am most proud of the work i have done for myself. i started a business called power forward, a social media and public policy consulting firm. >> why did you choose to return and live in san francisco? what motivated you to run? >> what motivated me was my love of san francisco. i see the changes that are happening. i see people picking cans out of the garbage. i see that there is no neighborhood grocery store. i see that small businesses are coming and going. they have not been able to sustain themselves. from my work experience in working for the city come in the mayor's office and in the nonprofit, i had a good sense of what the challenges were. as i looked on the horizon, i see more challenges coming. i thought i had a set of experiences and a passion and desire to serve. it started at 1 point when i was 8 years old. i took a tour here with my third grade clas

legislative branch separate from the executive branch of san francisco. that is the best way to do our work. people would not like the situation of having an acting mayor and president of the board of supervisors. >> now the dominoes in this chain of political events were falling day-by-day. the next day, january 8, new board members were sworn in. >> congratulations. [applause] >> and on monday, gavin newsom was finally sworn in as lieutenant governor of california. >> the duties upon which i am about to enter. [applause] >> the very next day, january 11, the new board of supervisors met for the first time, with the historic first decision of their new term. >> item 3 is a motion to ratify the appointment of a successor mayor due to the occurrence of a vacancy in the offense of a mayor expiring january 8, 2012. >> i am hoping for is, as we look forward to the confirmation of mr. lee, that we will also, leaving behind the kind of tactics that were used last week, that i thought really made the process feel more clumsy than it should have been. >> this is e

i'm president of the bar association of san francisco. basf, as we note the bar association to be called, has had a long relationship with the public defenders office. it is crucially important for administration of justice. and so is san francisco conflicts panels where administration, which the bar association has provided in partnership with public defenders. so in san francisco when a public defender has a conflict of interest, criminal defendants and minors are represented by private attorneys from a panel administered by the bar association of san francisco. maintaining this independent body of attorneys is critically important as a well-run public defenders office. we are each other's complement. we are the sum of the parts that makes whole the criminal departments working so well in san francisco. in 2003 the superior court contracted with the bar association of san francisco indigent to have cost-saving oversight to the administration and billing associated with conflicts. so tron is the director of the courts administration and h

san francisco. that is very much a concern for me. that is what i would bring to the task force, not only looking at the past and present of san francisco, but how key this redistricting task force will play in the future of san francisco. supervisor elsbernd: you have access to a lot of information -- i think you said access to legal theory on redistricting issues. play out a scenario for made -- you get appointed and are on the commission. the city attorney will be your counsel. the city attorney provides legal advice on a particular issue that runs contrary to the opinion provided by your ca council. you are a commissioner of the city. which way do you go? >> ca is not a legal organization. we do not have any legal representation from the organization. we what have access to understanding what the voting rights law is and ensuring the rights of san francisco -- that would be my personal perspective as well as my ability to serve on the committee to understand how we are implementing within the law. supervisor farrell: to follow up on that, does the organization take positions on redistricting or advocate for certain policies within t
