cbs' lilia luciano is in san pedro, california, tonight with more. lilia. >> reporter: good evening, irika. to help clear the giant backup, companies will soon be fined for the containers they leave behind, but resident fear that will take the problem from the docks to their doors. as the giant ships idle in san pedro tonight, trucks are rumbling through neighborhoods. >> with the weight of the trucks, you can feel literally the houses vibrating. >> reporter: abandoning massive containers tiananmen kurk. >> somebody will get hurt, especially the kid. >> reporter: crews are working 24/7 to offload the containers on trains and trucks but there are few places to put them. what is the term right now of the accumulated containers and how can it be fixed? >> there are 80,000 containers sitting there, and many contcontainers are not being claimed. they're stuck. we need to clear all the slow-moving items along the supply chain. >> reporter: nearly 100 ships with more than half a million containers are stuck offshore. once unloaded, they create new problems.

our kaylee hartung is in san pedro with the latest. hello. >> reporter: hey, t.j., good morning. so prosecutors in orange county have opened up this criminal investigation into the company that runs the pipeline. that makes at least six investigations by state and federal agencies into this oil spill. now it was a week ago that it was first reported and we're still asking the same questions. what happened and who's responsible, and the coast guard right now, they don't even have a leading theory. not after ruling went out yesterday. authorities boarded a massive german cargo ship, and they were trying to figure out if that ship's anchor damaged the pipeline. it turns out the ship was closeby to the pipeline, but didn't actually pass right over pit. this morning, the operator of that vessel saying they are no longer under investigation. some experts say the relatively small size of the crack in this concrete-encased pipeline, that could help explain why so much oil was able to leak out before it was -- before it was discovered, and stop

right now we're in san pedro bay. it is a parking lot. three miles off the port of l.a.r been this crowded. there are 109 ships waiting to come into port. these guys are at anchor but there is another 55 that are up the coast malibu, down to san clemente. no parking space here. how big is a typical container ship? it will carry 25,000 pounds. a small car weighs -- tons. small car weighs one ton. imagine you go to game day, 25,000 cars, that's how much one will carry. so 10 days ago president biden said he had some good news that he was going to speed things up. that was news to these guys, these truckers we're talking to. they're saying going 24/7 at the ports is not solving their problems. >> the ports are already open for two shifts. so you already have basically 10 hours on both shifts so the extra four or five hours that the ports are being open are not -- i can't return an empty in that extra time that they're doing here. they are only allowing containers to go out that are already on wheels. that's my whole problem. i don't have a chassis to bring in. >> as a truck

some are anchored outside in san pedro bay, off the coast, waiting in line to off-load the cargo.u go over to the other side of the pacific rim over in shanghai, there are more ships over there, waiting offshore. waiting to get reloaded. then here, we don't have enough truckers. container traffic is up 30% here at the port. trucking capacity is only 8%. the port of long beach tried to go to 24 hour clock, if you will. there were not enough trucks to handle the container so they blew it off. warehouses in southern california, 98% full. rail yards, average turn around time in february was six days. nationally, nine days. l.a., 16 days to get containers out of the rail yard. during the pandemic, obviously demand fell like a rock. they didn't start manufacturing stuff, because they didn't want to put the capital money when it was coming back. now it is, and we don't have the capacity to handle it. >> so we're seeing a 4-x increase for containers coming in and we're seeing 75% increase on rates coming out. it is not good news for any shipper. great news if you're an ocean carrier or tr

your ability to unload and move these containers, for whatever reason you cannot see the sun set in san pedro containers block your view for the last hour as the sun sets. it is that bad. it's not just that there are 60 plus ships sitting there waiting to unload. it's that there are containers in front of containers so that they can't even give you the container that may have been on shore for a week. and all of that goes back to the inability to expand and meet this challenge and get caught up once they got behind they actually became less efficient. i have been involved in import and export for over 40 years. i have never seen the kind of inefficiency that you see when you physically go to the port. and i went to the port to see it and was just astounded at what the truck drivers go through. imagine you trying to move one container and you wait all day as a truck driver to get one container that inefficiency means that those truck drivers moving containers are now about one fourth as efficient it prereflects in four times the charge to get a container delivered. all of this is part of our i
