traffic is moving along on san rafael bridge after an 18 hour closure that ended early this morning. man suffering from a mental health issue was safely rescued from underneath that bridge at 7:00 a.m.. this all started at about 1:00 friday afternoon. that led the highway patrol to close the lower decks eastbound lanes. the closure caused major gridlock throughout the bay area where fire officials told abc seven news's glory this was a necessary safety move. quite unfortunately it did create a lot of traffic congestion. we are apologetic of that. the individual safety along with our rescuer safety was primary in our concerns. >> there will be no way up there anytime soon. find another way home. >> the closure led to a ripple effect elsewhere. drivers were very frustrated. many waiting hours in stopped traffic, even san francisco. request is unbelievable. it is unbelievable that we have to sit this long. there -- they know people are just getting off work. >> firefighters safely repelled underneath the bridge to rescue the man this morning. he was taken to -- taken to a marin county h
