"today in the bay"'s bob redell is live in san ramon this morning. talk about what this means for customers there. >> reporter: good morning to you. east bay mud just announced that starting today it will no longer penalize the people who live in this neighborhood behind me in san ramon or the other 1.4 million customers throughout contra costa and alameda counties, for excessive water usage. this is a penalty that had been in effect since the drought, but the drought is now over. so east bay mud says the recent storms have restored their reservoirs to 88%, and they expect them to refill fully to 100% with the incoming snowmelt, which will be later in the spring and summertime. in addition to the cessation of the excessive water usage penalty, the water agencies also no longer are mandating customers cut back usage by 10%. instead, they're asking them to do it voluntarily. you might recall earlier this year the board for east bay mud voted to roll back the 8% drought surcharge effective march 1st. some water conservation measures are still in effect.

a few lingering showers right around san leandro on up towards san ramon.ouple of snow flurries up around mount hamilton as well. now this low pressure area incur to our north has streams cold air consistently our direction for the past few weeks. this is when the snow has been piling up feet upon feet up in the sierra. now that we've got solid snow pack, we're taking a turn for the warmer and wetter as we see an atmospheric river. that's tropical moisture from the central pacific. that gets funneled right up our direction. there's that moisture plume and bam arrives to california come thursday. this is going to result in heavy and prolonged rainfall through thursday, friday into saturday for the bay area. it's not as much of a concern as it is. the sierra nevada as snow levels increase will see rainfall in areas where snow has been falling. that's going to wash away a lot of that snow pack likely swelling, small streams and resulting in potential flooding up there. so we'll be watching it very closely come thursday, friday and saturday. as for today, a bit
