[ chanting ] >>> reporter: at least 13 people were arrested yesterday at the uc-san francisco mission bay campus. that's where the regents are meeting. the situation escalated as protestors tried to cross police barricades. at one point, protestors grabbed an officer's baton and hit him with it and prompted the for -- that prompted the officer to draw his gun. police also ended up using pepper spray to control the crowd. >> it was an angry, unruly crowd. pepper spray is the least powerful weapon we possess.
