crews from the san raphael fire department arrived and then used a rope rescue to save the woman. apparently the pair had left harbor earlier that night and they had engine trouble. and when the man tried to restart the engine he fell overboard and the boat flipped. he was not wearing a life jacket. and the woman was. the two drifted in the water for up to an hour and a half before the guards spotted them. now crews performed cpr on the man who had gone into cardiac arrest. he is at marin general. we have no condition on the female victim, but she was treated for hypothermia. now since the shoreline here is restricted, the accident was considered a breech of security. they did an immediate head count here at the prison to determine that no one was missing. they said they were well aware of what had transpired leading up to the rescue. we're live at san quentin, i'm tara moriarty, ktvu channel 2 news. >>> time is now 6:03. well, the department of transportation is announcing some new rules today giving airline passengers more rights. we're going to bring you a live report from wash

we are live in san raphael in front of davidson middle school. an eighth grade trip -- an eighth grade class here had planned a big trip to d.c. they plan to leave tomorrow night. the problem parents, students and teachers are worried about what's going to happen if the students arrive at the white house and capitol building, they plan to tour both, and both are closed to the public? i checked in with the washington d.c. chamber of commerce this morning and i'm told their own office would not close due to the government shutdown. but they did advise me all other government buildings would close. what does that mean for the students here at davidson middle school, home of the cougars? i've contacted congresswoman in washington. she represents the sixth district in marin and sonoma county and the parents of these eighth graders. we expect to hear her thoughts on a possible shutdown and suggestions for these local eighth graders who had planned to see just for themselves how government works. not how a stalemate stalls progress. more on this story c
