to deal with the fact that -- especially in san francisco, at least in watsonville people were living in their back yards and front yards for months at a time. here in san francisco we do not have that luxury so open space will be prime housing for a period of time. we also work with an international community and like in watsonville we had a very difficult time convincing people to come out from the shelter -- from the open space into the shelters because we had thousands of aftershocks and people knew because they lived in other countries that buildings would be -- are the major killers and they did not want to come back into any shelter. so it took us a long time to convince people that the shelters were safe. and lastly, i think what's important is defining what milestones recovery would be achieved after a disaster, we should do that now because it helps with expectations of our communities like the essential priorities, what government functions will happen in the recovery process, what nonprocess groups like food banks, mental health clinics, when we hit and they become active, that's a milestone of recovery rand businesses. i think

the head of our affair house and office right here in san francisco. because time is limited, there are a number of things we are doing to advance equality for women. i could talk about the work we're doing defending women that are denied loans by lending institutions. there are 22 cases around the country where women are denied loans because the lenders think they have no income because they are on maternity leave. we're close to resolving a nationwide case in that regard. defending the woman who was evicted for adopting a child. she was allowed in the villa complex -- into the apartment complex, but once they had bonded as a family, she was evicted. in the state of alabama, representing the freedom of women to be able to choose who they want to go out with, they have the water turned off. he went to the landlord and asked what happened. she says, lose your black boyfriend. that still exists. these are the kinds of things that exist today. two more things that we are doing that is critically important. women must be free from domestic violence including when housi

it was not long a time after, san francisco can be the beneficiary. but it is no accident that we would be a leader, an adult -- a model to the country, having an initiative of national significance right from the start. collaboration, regional collaboration -- dave is gone but i am not taking attendance, but i was referencing him. but, steve, you know that early on if the mtc said we have to think regionally. we have to take our best shots. we have to help each other. and that collaboration among the bay area has served us very well. it was actually written into one of our -- into the transportation bill, a long time ago. so the san francisco bay area, once again, in the league. in the private sector that the mere reference, the low-income housing tax credit, has been a priority for our office for nearly 25 years. because when i went to congress, it was iffy. then it was we had to approve it every year. then we wanted to make it permanent. that was a way for the private sector to visit a low-income housing tax credit to exploit, and the best possible

this is the time that san francisco city employees have really outshined san francisco's clerk's officen't need to hear from the mayor to say what's your plan. they offered a plan and said here is our strategy. here is what we can do. we can add all of these computers here and there. we can connect our databases, we can expand our capacity by x. we can open up early and stay late and stay open on the weekends. it's unbelievable. we can coordinate all of the training for our volunteers and them in as deputy marriage commissioners and make sure it's signed and certified. that's an example and a model for others. this is -- what happens is when people prove that things can be done, it just raises the bar for what is possible for everyone else. >> it kind of went cooled plan and this is what we planned for. in some respects, people have kind of commented to me, oh, my god, you were a part of history and how many couples did we mary? how many families did we start? how many dreams did we make come true? the whole part of being part of history is something that we are here and we are charged

san francisco project. they have committed to having local staff working full-time on the project, but it is also exciting that we have attracted new investment to san francisco, but obviously the most important thing we have emphasized is they need to have as much local participation and local members of the team as possible, and they have done that. all the other members of the team are local and they will have a permanent presence in san francisco as a result of the project. with that, we will proceed with negotiating an ena, we will take to the redevelopment theme early next year. as you are aware, this approval is contingent upon a supreme court decision, which will be coming down soon about the future of redevelopment agencies. depending on what the supreme court decision is, it might affecting -- might affect the timing of the ena. this is for what might happen if the redevelopment agency is not able to enter into one. the city of san francisco will work closely. we wanted to make sure the election of this developer was completed before the supreme court decision came down so that whenever agency takes
