this is a live look now at the crowd in the san ysidro.ver that fence in the foreground there is tijuana, where migrants are literally camping out. a similar scene across many border towns from california to arizona to texas. people hoping the end of title 42 means the beginning of a new life in the u.s. also late tonight, a setback for the biden administration. we have a crew at the border and in san francisco. let's begin here in the city with nbc's gia vang. gia? >> reporter: yeah, raj, as you talked about, late tonight a federal judge blocking the administration from implementing a policy that would allow for the release of migrants without a court date. and the judge halting it for two weeks. this goes to show how last-minute how confusing this can all be for immigrants rights groups that are following all these developments, and including groups right here in sf. tonight anxious migrants have been waiting at the u.s.-mexico border all day from small children to adults in hopes of being allowed entry before title 42 expired at 9:00 p.

she is in san ysidro, just outside of tijuana. jenette, you've been there for a while now. what are you seeing right now? and is it different from what we usually see where you are? >> raj, i can tell you that we have been here since earlier this week. and i want you guys to take a look at some of the things that we're seeing. during the earlier this week, we've been seeing people using trash bags to really create tents to kind of shield themselves from the sun. but many of them tell me that they get cold at night. you know, the conditions out here are tough for many of them. during the day, they have the sun. sometimes the rain. but they are waiting here, hoping that cbp will pick them up and take them in to get processed for asylum. many of them have been camping out here for days now, spending days and nights out here. that's the situation that's developing right here in this san ysidro border. >> and jeanette, it's pretty amazing, just showing us where you are right now. i believe that is the actual border wall and those are migrants on the other side, is that clear? is

at the san ysidro border crossing in california, hundreds of asylum seekers have been sleeping on the ground under trash bags and foil blankets, with many reporting they've not eaten in days. this is hashmatullah habibi, an asylum seeker from afghanistan who said thursday he and his family have nowhere else to go. >> i am just hoping and praying today they let us in. if they don't, my future and my family's future is in doubt because we escaped from a darker place. we came here for a better life. if they don't take us in, the situation will be more for us because we cannot go back and we cannot come in so it is like a dire situation. amy: u.s. customs and border protection has detained some 28,000 migrants at its border facilities in recent days. meanwhile, the number of asylum seekers attempting to cross into the united states has topped 10,000 a day as people continue to flee violence, extreme poverty, and the impacts of the climate crisis. homeland security secretary alejandro mayorkas on thursday warned migrants arriving at the border of even harsher consequences. >> if anyone arr

. >> yasmin, so we are about a mile west from the san ysidro port of entry. e's two border barriers in this part of san diego. this is the first one, and then basically san diego on this side and then you've got sort of what's a no man's land between the other barrier up there. that's what tijuana is. migrants have been getting over the first barrier, and camping out right here. their attention is to wait for border patrol to apprehend them so they can request asylum. under title 42, this is what migrants have been doing for years. they enter illegally, and turn themselves in to request asylum. under title 42 they can't do that at the port of entry. what's happening, according to border patrol here is that the processing centers and the stations are at capacity. so border patrol has kept a lot of these individuals here for a day or two days, and they're in no man's land. they need food. they need water, which has been provided by humanitarian organizations that will come and give them food and water. border patrol came a few hours ago, and there are people in
