sanctuary cities, no place to hide? it's the inside story. >>> welcome to "inside story," i'm ray suarez. for years local authorities have fried to reassure undocuments immigrants. whether the engoal is in ensuring cooperation with police, making sure kids get vaccinated or keeping kids you know are in the country illegally, make sure they stay in school, local authorities found it easier to turn their cities in so-called sanctuary cities. >> reporter: this food cart bustles at lunchtime. >> translator: we are very proud that immigrants are productive. that we are not a problem to the country. we are a solution. >> reporter: they are both undocumented but feel confident enough to call the police if they are in trouble. that's because philadelphia is one of 300 so-called sanctuary cities in the u.s. us. jurisdictions with local police have stopped enforcing federal immigration laws. >> if you have someone who is a criminal or you expect to be a criminal, or is on the run or they are wanted, go to a federal judge, get a w

some of these sanctuary policies are created when the local government unit such as a city or county executive body passes an ordinance prohibiting their offers -- offices from communicating with federal immigration and law enforcement officials. now there's another way. some sanctuary policies come about simply because local law enforcement initiates its own policies of providing safe harbor for undocumented immigrants. and then another way, some sanctuary policies develop because law enforcement officers are afraid that they'll be sued if they enforce immigration laws and detain an individual for an unlawful immigration status. now in summation, these policies and practices have allowed thousands of dangerous criminals to be released back into the community, and the effects have been disastrous. and i'm going to speak about those effects. america saw these policies play out in july when kate steinle was innocently killed while walking along a san francisco pier with her father. the murderer who was illegally in the country and actually deported five times prior to that day, was rele

san francisco sheriff said his department was following the city's sanctuary policy when it released sanchez from jail without notifying federal immigration officials. now san francisco's board of supervisors is debating whether to change city policies. in july, supervisor mark farrell was on our show discussing his proposal to amend that ordinance. >> our sanctuary city ordinance has been a pillar of our public safety policy in san francisco for decades passed originally in 1989 and served our city well but what is baked in there and in federal law and mandated into federal law that our law enforcement officials have the discretion to communicate with federal and state law enforcement officers when they deem necessary. the sheriff's apartment went above and beyond that, issued a gag order to the own department saying you may not communicate under any circumstance with the authorities and that's where we seek to get it redone. >> what about the internal politics of this? sheriff asked for clarification from the board of supervisors. that did not happen. he'll run for reelection. the c

well, that's because san francisco is a sanctuary city. and what that means is it is the policy of the city of san francisco, they have commanded their local -- their law enforcement, their police department to not cooperate with federal officials seeking to prosecute immigration issues. even when they want to cooperate, they are forbidden from cooperating. think about how absurd this is. if federal officials had called the san francisco police department about any other kind of crime, larceny, a burglary, a trademark violation, they would have been happy to cooperate, they would have cooperated, in fact. but because the crime was related to illegal immigration, the san francisco police department's hands were tied. the police were forced to release the man who would then go on and kill kate steinle. mr. president, as a father of three young children, i can't even begin to think about the pain that the steinles just went through and what's so maddening is that it was entirely unnecessary. and sadly, this is not the only case, as you know. a
