paolo sandoval joining us now.the department says it plans to test 20% of the student body and faculty at random. what are other precautions in place to bring students and staff back? >> reporter: it's going to be a new norm for 50,000 middle school students and opted in for some of the in-person teaching. what you can expect, like we said, going to be a long list of different safety measures that have already been implemented. the first, of course, you mentioned will be that random testing of students and staff. but also they have been, if you look at this year, they have also been prioritizing vaccinating teachers and staff here in new york. in fact, they've dedicated mid winter break to that that just wrapped up this weekend. they've been trying to put that infrastructure in place, including air purifiers that i'm told have already been installed at all middle schools. 471. they will be welcoming students back this week. a quarter of roughly 1 million students enrolled in the public school system being back to c

cnn's polo sandoval is live in brooklyn with more. it's a real disruption here. supply chains around the country. a lot of folks who have appointments set, those appointments will be canceled. how extensive are these delays now? >> jim, it goes to the point that you don't necessarily have to be experiencing this kind of winter weather to have your covid vaccination appointment affected. over a dozen and a half states being affected in terms of their vaccination efforts. and of course, mother nature to blame. some state, we should point out, not going as far as to close their vaccination sites, but instead, what they're doing, they're rescheduling or at least canceling many of their appointments. because they simply do not have the supplies. now, the cdc initially reached out to state this week saying that because of weather delays, they could expect shipping issues and at least two specific hubs, talking about louisville and memphis. two locations where many of these vaccinations are distributed from. in terms of what the white house are telling states, they are

cnn's paulo sandoval not staying home.the roads clear for emergency plows, emergency vehicles. are people listening this morning? what are you seeing? >> reporter: so far so good, laura. what the mayor says, starting at 6 a.m. they would like to not see any nonessential travel on the streets of new york city especially so that those plows can continue working as they've been doing through the night and as they will continue to do during the day. mass transit is going to be the key for any essential workers trying to get to work this morning. authorities recommending it. i drove down some of the side streets here in manhattan. definitely in fairly rough shape. the streets are relatively quiet. seen the occasional plows and bus. this is shaping up like a multi-act tragedy. yesterday morning -- yesterday evening you began to see some of the snow. today you're going to see some of these winds. later today you'll see some of the winds even begin to climb even higher. that's one of the reasons why, for example, some of the in pe

polo sandoval live in central park.ggest storms we've seen in a long while. >> john, i'll tell you this. the guy with the skis is out on the sidewalks. the dogs are out. it's safe to say we've entered that post-blizzard phase but the event not necessarily over. why? because there's still plenty of snow throughout the city and in many of the sidewalks. workers have been doing a really good job keeping this clear but other sidewalks across the city are still covered with that slushy mess. so the big recommendation right now going out to people is simply walk with care if you'll be out and about in this. obviously, they're still hope philadelphia you don't have to leave your house and you go ahead and stay home because it's certainly still quite cold but you have other regions, including in northwest new jersey, that got basically double what we saw here in central park. here we saw close to 17 inches. up there, almost 30 inches. that gives you an idea of the cleanup efforts folks may be looking forward to. still, though,

cnn's paulo sandoval is live in new york city. again, right in the thick of it. paulo, this snowstorm among the top 20 of all time to hit new york and it's still coming down. >> reporter: it's certainly one to remember, right, laura? yesterday with the ban on nonessential travel in the city, most businesses decided to close up shop. today they have hopes of trying to open back up. they have to deal with a lot of the streets. it will be a slushy commute not just here in new york city but surrounding regions. here in central park as we go this way, we have 16 inches of snow here. it's obviously going to be quite the cleanup process here. you touched on new jersey, over 30 inches of snow there. obviously going to be quite the cleanup effort. in terms of the vaccinations, highly sought after vaccination appointments here in new york city, those will be rescheduled for later this week and possibly next week. officials are keeping some of the older folks off the streets and safe at home so that was one of the big concerns. this is all going to be about the cleanup and

. >> polo sandoval, good to know. thank you so much. >>> let's get to cnn's natasha chen near atlanta. we heard there were shipping delays with the vaccines because of the weather. how are things going now? >> reporter: yeah, victor and christi, this is a vaccination site outside of atlanta, dekalb county, and it would typically be running on a saturday until about noon. today it's running until 4:00. you see people lined up around the tent behind us. they're getting the moderna vaccine, another tent is offering the pfizer vaccine. and, yes, there were shipping delays because of the winter storm that affected texas and the midwest. of course this part of the country saw none of that weather, but they're feeling the effects of it nonetheless. they had to delay about six days worth of scheduled appointments, most of them second doses of the moderna vaccine. so they're playing catchup right now. the public information officer for the dekalb county board of health tells me that, luckily, none of these second doses are bei

let's go to polo sandoval for the latest. you're in the brooklyn army terminal.now well where it is. they have a capacity to hold and help a lot of folks. but what does this weather mean for it? >> what it means, at least here, is they are only going to be offering the second doses to people that had previously scheduled them. the mayor saying that they only had about 30,000 first doses remaining yesterday. and it's quite possible that those have already been administered. they are certainly counting on their supplies to be replenished but mother nature has very different plans. in fact, in queens, citi field, the massive vaccination site operating there, that was shut down today. the city saying that's due to weather related delivery delays. at least issues. and you saw the map a little while ago. well over a dozen and a half states are reporting that they are running into issues in terms of their vaccination supplies. and it's all due to weather. we should point out many states are not going as far as closing vaccination sites but either rescheduling their appo
