. >> reporter: the university of pennsylvania researcher sandy clark said today the problem is not the toy, but the wireless standard called project 25. p-25 is supposed to make radio communication easier and more secure between local, state and federal agencies. instead, clark says that the transmissions can be hacked by back, over-the-counter technology. at a san francisco conference today, clark and her colleagues said that the p-25 scanners are leaking data, because they're confusing to operate. >> the sign is a circle, or a circle with a slash through it. >> reporter: the industry association which helped develop p-25 says it is still analyzing the report and is not ready to comment. locally, the oakland police adopted the protocol in june, replacing an old system that left communication dead zones, the researchers say securing the system calls for a complete overhaul. >> they will basically ryan entire deep down design of the system. >> reporter: the san francisco police spokesperson declined to comment on the security report, saying the department has not experienced any problem
