we visited the san bruno facility, the 850 brand facility, the mental health facility at sanfrancisco general, we went to the juvenile area, and then down to log cabin. we were pleasantly surprised at the change in log cabin after reading the 2004-2005 civil grand jury report, reading various news articles. this is the commendation and congratulations report. not all reports from the simple grandeur or negative. just most of them. -- civil grand jury are negative. the group of us, five of us on this particular committee, made up two men, three women. one is a retired clinical social worker, a retired associate dean of a law school, her legal tutor, security administrator, businesswoman, and retired high school principal. log cabin is a juvenile facility -- facility 45 miles south of the city. one reason we were concerned about this area, in doing some of the research, we saw many of the individuals were not being sent to log cabin. they were being sent out to places like glen mills, george jr. facility, in pennsylvania, so we asked, why would we do that? i think we saw some of the neg

process and ensuring that the contracts that enter the process but the support our community in sanfrancisco. as many of you know, the treasurer's office has a long history of rolling out financial empowerment programs, but as we call them, to do positive things in our community. one of the first things was an effort to get people away from predatory check captures and enduring relationships with healthy, lower cost, more mainstream financial institutions, where they could seek -- keep their money safe and not pay outrageous predatory fees. since then, we have been working directly with credit -- credit. we are still in the beginning of the pilot program and are hopeful we can show there are ways that credit unions and hopefully banks, can someday provide low-cost loans to low- income people in a way that is not as predatory as pay lenders. >supervisor avalos: who were those institutions involved? >> we wanted to make it as broad as possible. when launched the program five years ago, we had three quarters of the banks and credit unions in down participating. all the banks that you mentioned

so i want to thank chrysler for allowing sanfrancisco to experiment with our department of energy, and also while we are experimenting with this, we have uc-davis as a partner. we have the director of our plugged in demonstration project. working together with the transportation electrification institute here. with their corporations, getting the data about how these vehicles are used, how they are tested, whether they can go up hills as efficiently, bringing up the cargo and animals and tool that dpw will use, various departments inspecting buildings, streets, all of the different uses for a city fleet, all on the dime of the department of energy because they want to see these the electric vehicle properly used, the way that we use our fleet generally now. ali, they will be replacing the fleet that we are using now and saving that money. and then do what i do, i keep in mind -- i do not ever want to run out of the electric power. as i come to city hall, i asked my staff, plug it in. i try not to use any oil so that we can try to do this in the cleanest way possible. that makes it fun.

economy, we want to look at the change in travel times, could you travel times specifically to sanfrancisco, strengthening our economic competitiveness. how can we grow and not see an increase in that travel time? when we look at livability, trying to achieve our transit first goal of having more of our trips the more non-auto trips. but transit, walking, biking be more than 50% of the total. and how do we reduce our greenhouse emissions? how do we achieve a good state of repair? so for all of these different goals, we looked at different projects that were based on not only agency some metals, but also public some metals from the most recent round of projects. we tried to understand how these different projects may address the different goals that we have in each of these areas, objective areas, as well as the specific metric we are looking at. across the board you can see a lot of them are aimed at improvements in the southern parts of the city because this is a new development area. we expect to see a lot more travel into that area, and also getting to and from downtown, because of the l
