we are sanfrancisco. we all share the values and that old saying about city college being the best working class institution in our town has to remain. it is not just an avenue for people to go to college, a four-year college. it is that and you heard from many teachers they're work on that and that's credible but it's a community college that serves the youth, the middle-aged, the old people, is that e ca we can continue to grd flourish in our town. it's very important. we pass prop w for funding and we should look deep and not make some the cuts recommended. half of our members went to city college to learn about labor history through the great labor history section and part of that is being cut here. we support cuts and classes that have one or two or five people in them, of course. everybody in this room supports that. we don't want to keep class tazs that have three people but if they have requirements on the floor, 15, 20 or 30 and serve everybody's needs, those are the classes we should have. they'

city college is something so essential that actually for me, as i think about what makes sanfrancisco an amazing place with spirit and soul, and where is our heart, i think about city college and actually, i have a little heart on in the logo, that sigh seea lot, latino stud, citizenship programmes, sign language. i just am reminded, just how powerful all of those courses are and the departments are and how we need to support them. the diversity of who is served by city college was on display today and it's beautiful to see the solidarity of people of all makes anages. it's just an extraordinary thing to be proud of. i know that's something we all believe. they should not be asking for this but we should be thanking them to fight for a powerful institution. i'm also concerned about a couple of things and i appreciate the presentation from the chancellor and from the administration. for me, i think about civic center, campus, serving vulnerable communities and a reduction what that will mean for the communities and those residents. i'm also concerned about some of the changes around cl

this june marks the 49t 49th anniversary of the first pride parade in sanfrancisco and 50th anniversary of the stone right-ride riots. although the stone-wall riots are credited with igniting the lgbtq movement in san francisco and supervisor hainey will back me up, we know the queer movement started a few blocks from this building, when it was a ride if the tenderloin. this has chosen as a theme generations of resistance which i love. the theme is an important remindedder that the legal and cultural progress has been hard fought generations in the making and still far from finished. the historic investment in housing for transpeople in this year's budget is happening because generations of trans women like miss major and jenetta johnson would not back down, not at the cafetaria, not at the stone-wall in and not know. the progress they have made to new hiv infections is the legacy of generations. long-term survivors like cleve jones and harry bro who i honoured two weeks ago here and so many activists who didn't make it. they and their caregivers demanded that the politicians acknowledg

the plans overarching goal reunites sanfrancisco with the waterfront, highlighted the desire to ensure that long-term non-maritime developments are properly designed to enhance the 1:3waterfront as adjacent downtn areas. to establish an implementation procedure, to achieve these objectives, port and planning departments created the waterfront design review process administered by the waterfront design advisory committee. section 240 includes the member membership committee with the access elements and procedural requirements for the conduct of the design review process. the goals, policies and design criteria in the element provide glance for long-term projects, rather than short-term leases. for these reasons, the proposed safe navigation centre does not require review by the waterfront stine advisory committee. a third point that i will reiterate from our appeal response relates to geotechnical issues. the appellants are concerned about the foundation types provided for the project. although the project is temporary in nature, it would be required to obtain a permit from the port chi

once you are on our streets for 24 hours, you are a citizen of sanfrancisco. >> thank you, next speaker, please. >> good evening, board of supervisors. i'm john ortanny, the director of interim housing shelters at the centers of san francisco. the community services partnered with the city to open up the first navigation center located at 1950 mission street in march of 2015. ecs manager manages central andy opened up 125 bayshore. ecs manages the next door and sanctuary shelters for a total of 534 single adult shelter beds. 13 supportive housing sites, ecs is the lead agency for the single adult coordinated entry system and we manage a senior center and healthy agent planning across all of our programming and workforce development and programming. benefits of navigation centers, they are an important component of san francisco's homeless response system. these centers take people off the street giving them needed respite. many street homeless will not enter additional city shelters for many reasons. navigation shelters offer 24-hour staf staffing with no curfews, and minimum rules and

so presently, in order to get a limited live performance permit from the sanfrancisco entertainment commission, there was a requirement -- that's an accessory style permit, so entertainment up to 10:00 p.m., limited performance space. it's designed for businesses that are doing something else but that want to add entertainment. presently, the code says that those businesses have to provide food or beverage in order to get this permit and provide entertainment. we've seen increased interests from retail stores, clothing stores, record cloths, that want access to this permit to do permitted entertainment and get into that process. so this is a reform that would assist them there. second big bucket is increasing opportunities for retail, restaurant and lifetime businesses to fill vacant storefront and enhance vibrancy. one of the areas we're looking at is the area of buffers and the issue of buffers. so presently, under the code, nc1 districts, which are neighborhood commercial cluster district and small are small microdistricts like the stretch of church and those districts are required under th
