it's a transition about people and i like the fact that the people in sanfrancisco, we never use the word i and me but use the word we and us and woke through it. and then the back and forth. i'm just moved by this project and want to see it get done right. this project, for future generations, you know,lyin' in the city, the average age is 27 years old. the younger generation and generations to come are going to benefit by to. the transformation in the city that i've seen in 16 years that i've lived here, this city has transformed. it keeps transforming. it went from, like, the flintstones to the jetsons and keeps evolving, living in the city. the culture, i think, that the gains and what you're going here is set in a different culture that other cities, i think, across the country want to talk about. because everybody always talks about what they have the best-looking stadium in the country. but the social, cultural things we've done and i want to say, jack, to you, because i've seen you out in a lot of things that you -- you are here a lot things other than the giants, the homeles

and third hat i'm wearing for the last two and a half years, i have joined 34 other people in sanfrancisco advising this commission that your staff, trying to put together a wonderful land-use master plan that will guide this agency for the next 30, 40, 50 years and beyond. s i waive this project with the overall objections and equity and sustainability. the activities are increasing there and it's what we spoke about a lot. this is a public, private venture which is one of the things we note that you all would be embarking on as in the san francisco giants. it's the only way to begin to implement all of those wonderful projects on the pipeline. so this project meets that. let's talk about open space. yes, you have a lot in there as the port manager director said before. and so, you have all of the elements of the economic development and the seawall, the development of the seawall is really the core, one of the core functions. this really makes you all the enterprise agency that you are striving to become more and more. so all of this project is in line with the mission and objective of o

alongside the draft plan, we also have other work involved with bcdc and sanfrancisco planning department so that we're working in sync with their planning documen documents to ae port, city and bcdc planning and land use policies for the san francisco waterfront. for the planning department -- did i skip over b.c. -- for the planning department, we are taking a look at the city's general plan and we'll be working with the staff to develop conforming amendments as necessary so there are conflicts between the waterfront plan and the city's general plan. for the planning code, those are regulatory procedures that are contained that affect or designed review process for port development projects on port property. we would like to amend that planning code so that we have a design review process that extends through the entire seven and a half mul half mile waterfd all of that work is being down iin sync preparing to issue the sequa environmental review process which we hope to be able to do after we've completed this comment period on the draft plans. and then with b.c. dc, for president bran

we mentioned about the he high turn-over, vicarious trauma, the low cost of living in sanfrancisco. when we last looked at it, 90% of staff in our agency lives outside of the city. and it's really difficult to address that. when it is, our direct services is paying $21, which is $6 above minimum wage but it's not enough. that's a $45,000 a year job and it doesn't compute at this point in time. so it is something we are running into, is the staffing issue. and i think the other part that's related to the staffing issue and it goes in with the whole drug medical, is when we opted in for the drug medical, we are changing our assessment systems. you're familiar with the american sit o society of addicn medicine? previously we're using different assessment tools to establish medical necessity. drug medical says you're using this asam theory and model and this requires training of how to redo this and rethink an assessment. part of this process is an authorization that needs to be required every 30 days by a licensed professional heeling arts, a license thed clinician. we would have to hi

months, we've rolled out traffic signals to keep traffic flowing on some of busiest streets in sanfrancisco. we installed new timing patterns at 50 intersections in eastern soma, east of fourth street and another 50 intersections on california pine and bush in lower pacific heights. the improvements that we put in place include making the signals for visible, higher visibility to pedestrians, separation between pedestrians and traffic and we've installed -- activated two more red-light cameras, two more red-light cameras are active and two are turned on and issuing warnings and another eight installed by the end of the year. so we're ramping up quickly in that programme. some morning, i will join the director of public works and some other city officials at eighth and judith to ribbon cut the straight scape improvement. it's a multiagency project and we're reorganizing the end judith stops and also doing some needed sewer work from public works and puc. customers and pedestrians along juda will see new cross-walk ramps, newly striped cross-walk and improved traffic signals to go along with
