for now, 20 years and i also happen to serve on the sanfrancisco rent board . thank you for passing supervisor brown's measure moments ago and i would like to give a bit of context following supervisor's fuer and brown in their comments about this. this all relates to a grandfathering clause that was placed into the original legislation. this clause was inserted due to the idea there might be small property owners barely getting by and had reasonably relied on the funds or they wouldn't have made their purchase. during these four months, this window of four months between december of 2017 and pul april f 2018 when the public outcry began, it was abundantly clear that these pass-throughs were considered inappropriate by the general public, that legislation to stop them was on its way and the overall san francisco community opposed them. and opposed the idea of large corporate lane lands. due to large landlord lobbyists, the four-month clause was inserted. the rent board of which i was not a member conducted public hearings on the legislation. during those discus

i'm from the sanfrancisco heritage. san francisco heritage is dedicated to preservation of the city's architectural legacy but also to sites that have important connections to the diverse cultures, subcultures, emergent social history and political movements that make san francisco singular and extraordinary. in 1830 sut ter, you have most of the character defined features in tact. but a building which is locally significant to japanese and american ethnic heritage. you have the african-american civil rights and lgbtq right's movements. this is a site well detailed prepared by donna graves and the planning department and we strongly recommend a resolution to support the nomination to the national register of historic places. and i would like to add, you know, with redevelopment that had gone through the area after world war ii, this is a pretty singular building with japanese style that represents the japanese community that was there before internment removed it. this is another thing to consider. thank you. >> closing

people who are here and around in sanfrancisco when the epidemic first hit experienced a lot of trauma and lost a lot of their social support networks and to this day, they have a lot of really complex pyschosocial needs, including access to mental health services. they fought for future generations to be able to survive. and now, it's our turn to fight and to support them. we can't get to zero unless we address this crisis. part of that is acknowledging there are dozens people who die every year by suicide and that's unacceptable. i wanted to talk briefly about people who use drugs and how they deserve nonjudgmental services. many experience a lot of trauma on the street and oftentimes use substances to survive. every year we see hundreds of folks who die from overdose. it's in our state, city in psychiatry wandwe have to addre. with harm reduction services, they respect dignity and i'm super excited and in full support of mental health to support universal access to mental health services and also substance use services, right? we need more of both of these and they have to be harm-r

we mentioned about the he high turn-over, vicarious trauma, the low cost of living in sanfrancisco. when we last looked at it, 90% of staff in our agency lives outside of the city. and it's really difficult to address that. when it is, our direct services is paying $21, which is $6 above minimum wage but it's not enough. that's a $45,000 a year job and it doesn't compute at this point in time. so it is something we are running into, is the staffing issue. and i think the other part that's related to the staffing issue and it goes in with the whole drug medical, is when we opted in for the drug medical, we are changing our assessment systems. you're familiar with the american sit o society of addicn medicine? previously we're using different assessment tools to establish medical necessity. drug medical says you're using this asam theory and model and this requires training of how to redo this and rethink an assessment. part of this process is an authorization that needs to be required every 30 days by a licensed professional heeling arts, a license thed clinician. we would have to hi
