damian: we begin today with the plea to get more people to join the civil grand jury in santa clara county. it's an honorable position. and with me here on "comunidad del valle" is the presiding judge of santa clara county, rise jones pichon. welcome to the show. rise jones pichon: thank you very much. damian: well, tell us about the civil grand jury process because it really is an honorable position. and for those of us who like to maybe sometimes complain about how things are, this is a way to make change. rise: this is a good way to make change with our local government. so, every year about this time, the superior court judges are out looking for qualified citizens to serve as our grand jurors. they serve for one year, and they are selected by the judges of the superior court. their job is to oversee our local government, to make suggestions for change, and to make our community better. damian: and there have been changes made in some of our local agencies after these grand jury--these grand jury reports come out. rise: absolutely. the grand jury does an investigation after they select

describe your role as the presiding judge of santa clara county.ou're kind of--you don't take any cases on, obviously. you're there to kind of administrate the courts. rise: yes, well, like i said, i do select the criminal grand jury four times a year. now, they meet alone, very, very confidential. but, when they have legal issues that can't be resolved, then i'm called into the courtroom to resolve them. but i don't resolve them with the grand jury sitting in the courtroom. usually, there are legal issues that i work out with the district attorney. and if there are any defense counsel at that point, i can work it out with the lawyers. but only the da and the grand jurors are present. now, that's the criminal grand jury. the civil grand jury, we do like we're doing now, this is our recruitment process to bring in citizens who are qualified to be civil grand jurors. they will submit an application, and the application is screened. and once they get past paper screening, then i interview each and every one of them. so, if we have 100 people apply and

the santa clara county sheriff's office says. he was questioned today in a prostitution sting. good evening, i'm pam moore. kron 4's jeff bush spoke with a witness. and brings us the latest details. >> jeff :the santa clara county sheriff's office confirms that denver broncos safety ryan murphy was present when a sting operation was conducted at this gas station on the corner of first street and brokaw around four or five tuesday afternoon.murphy was not sited but another man was and a woman was offered county services to help her outit is unclear what the relationship is between murphy and the man who was sited or what ryan was doing at the gas station. murphy, who is an oakland native, was scheduled to be a guest bartender at a family first event in san jose but kron four has learned that he never made it there. officials say there has been an increase in prostitution enforcement this week because of super bowl 50 and that is what lead up to the investigation. the sheriff's office is the lead agency in a task forcecracking down on prostitution in the county. station employee

as you can see behind me the santa clara county office is guarding the scene here at castro valley road and santa teresa boulevard waiting for the medical examiner to arrive which will presumably happen some time after the sun comes up. it appears the remains are down a hill beyond those patrol cars possibly in or near the canal or creekbed. someone made the discovery around 4:00 yesterday afternoon and the sheriff office does not know who this person was and whether they were an adult or child or a man or a woman. they believe it it is criminal in nature and treating it it as such. when any remains are found in south santa clara county the questions come up whether these belong to the 15-year-old girl who disappeared almost four years ago while on her way to school from her home about 21 miles away from here in morgan hill. law enforcement doesn't know who these remains belong to. one of the people who helped search for sierra after her disappearance in march of 2012 did call us last night, nbc bay area, to let us know they're closely monitoring the developments from the scene here jus

this is where most women are housed in santa clara county. the backside of the elmwood jail. sources tell me this is also where two female correctional deputies allegedly beat up a female inmate last summer. my sources say when another correctional deputy approached the scene, two guards told her to go away. today the sheriff's office released a statement saying, quote, the sheriff's office is aware of the allegations and we're conducting an investigation. the allegations come as the jail system tries to recover from other abuse allegations against inmates including the death of michael tyree in august. three jail guards face homicide charges in that case. today judge cornell who chairs a panel looking into the practices and procedures inside the jail system said, it is my belief that we have important recommendations to give the county and the sheriff about how to improve the jail system. i was in court this afternoon with the inmate in question. the judge ordered her released into a recovery home. we're live in milpitas, i'm damian trujillo. >>> stunning, san francisco in t

>> reporter: a doctor with santa clara university along with the president of the university just wrapped up a news conference here outside of the santa clara county public health department and the university announced that it is urging the more than 14,000 undergrad and grad students who attend santa clara to get vaccinated for meningitis at free clinics tomorrow and friday. this is after the public health department confirmed that two undergrad students have been hospitalized with the illness, one on sunday, another earlier -- later in the week. lab results confirmed one of the patients has the kind of bacteria that causes an infection of the lining of the brain and spinal cord. the other has the kind that infects the bloodstream. both are receiving treatments to deal with their respective illnesses. this bacteria if you're not familiar can be transmitted through saliva and mucus. the university has reached out to 500 students who might have had close contact with the two patients but would not say how many were treated with antibiotics or vaccines. >> so as i mentioned, we have these three tasks. one of those three tasks is to monitor for any
