so there's a line forming there. 46 though in santa rosa. san mateo our target forecast here starting off at 50. sunny. we'll go 60 at noon and then 68 for a high today with some clouds increasing later in the day. it will be mostly sunny and some upper 60s and low 70s around the area. the wind is the key here. west at sfo, west-southwest at oakland and southwest at fairfield. there my friends is the sea breeze. and even though it's not that strong, it's on shore. and that's going to cool us down. system right there producing some light rain. you can see it's a weak front. the main result from this is going to be a pick up in the wind. stronger low still coming out of the gulf of alaska. there's not a lot of moisture with it so not expecting much in the way of any rain. we are expecting temperatures to really drop off the table on thursday. showery maybe a tenth of an inch to a quarter or third but very cool for april. if there's any available moisture, then we will see maybe some very low snow levels. i don't think they're going to make it.

christina talked about santa rosa with fog. we'll watch as that creeps down. >>> a new, truly shocking report shows state commission charged with cracking down on teacher misconduct is flawed and so poorly run it can't keep kids safe at school. monte francis is live. one calls it commission one of the worst run organizations she's ever seen. >> reporter: well, scott, that's right. the commission or the agency is called the commission on teacher credentialing. it's responsible for investigating charges of misconduct by teachers in the classroom and the audit found backlogged more than 12,000 cases. among the cases is allegations of a middle schoolteacher exposed middle school students to pornography in the classroom in 2008. they didn't request police reports in the case for more than a year. another case was a teacher arrested on charges of prostitution and petty theft in 2007. that teacher was allowed to renew his teaching credential and didn't have it revoked until 2010. in the case of a substitute teacher urinating in a clas
