sara murray has this. >> reporter: a judge in georgia says parts of a special fwrand jury report that looks at efforts by donald trump and his allies to overturn the election in georgia can be made public later on this week. but only parts. the judge said the special grand jury that has been looking in to efforts by the former president and his allies trying to determine if any crimes were committed, most of that will stay underwraps including whether the special grand jury recommended that anyone should face charges as part of the investigation. but the judge says that the into tuks and the conclusion and another potentially important section of the report can be made important, a section about whether any witnesses potentially perjured themselves when they came before the special grand jury. the judge wrote that the special purpose grand jury discusses concern that some witnesses may have lied under oath during their testimony because the grand swjury does not i'd thoug t -- identify witnesses, it can't be disclosed. a number of people who went before the grand jury are not allowed

what do you make of what the judge told sara murray today?dge's directions, that it was perfectly permissible everything she said and not specifically disclosing deliberations. that can be true, but it can also be true it was a really bad idea to go out and speak publicly about the process in this way and the risks both practical and legal to being out in public, speaking about what sort of went on behind the scenes of the special grand jury is a really, really bad idea. >> when the judge was asked regarding the foreperson's media interviews, she said it's not for him to assess i guess the appropriateness of it even though he was saying it didn't violate any of the rules, what do you think -- i mean obviously it was very odd to see at times. what's the harm done, do you think? >> okay. there's a few harms done. number one, you've already seen with the former president's attorneys saying the process itself isn't fair because it was a bit of a kangaroo court where these people went in wanting to indict the former president from the moment they

. >> cnn's sara murray is following the story. sara, what can we expect from this report? this report is the special grand jury's recommendation about whether anyone should face criminal charges, whether that's donald trump or any of his associates for their actions around the 2020 election. that part we are not going to see publicly this week. the judge made clear in this ruling that he thinks because of the district attorney's on going investigation and because essentially when you go before the grand jury, you don't take an attorney in with you, because people are being talked about in this granted jury report, like donald trump, the former president, who did not appear before the grant jury, that this full report shouldn't be made available. there are sections that could give us an indication of where the grand jury is leaning. it's interesting because we don't see this kind of evidence before anyone faces charges. the judge says he's going to release the introduction and the conclusion of the special grand jury's report as well as a section that specifically has to do

cnn sara murray explains this decision. >> reporter: boris and amara it's been an eventful week in thend jury in georgia investigating efforts by donald trump and allies to overturn the 2020 election. the foreperson emily went on a media blitz with cnn and others suggesting the special grand jury recommended roughly a dozen people for indictments but didn't name names but her disclosures caused backlash particularly among donald trump's attorneys. we sat down with the judge robert mcbernie overseeing the special grand jury and made clear the grand jury complied with the charter and abided by georgia georgia's laws. whether she stepped over the line and what special grand jurors can say, the judge said it's not up to him to assess. they can't talk about deliberations, discussions in private but free to talk about essentially anything that happened in the room when witnesses were present or when prosecutors or the district attorney were present. ultimately what happens next is up to district attorney fonnie willis. she'll decide whether to go to a regular grand jury and pursue charges ag

cnn's sara murray has the latest for us. ara, what is being made of the quite unusual comments from the foreperson? >> well, i think that there has been sort of a lot of surprise, a lot of shock, seeing her out there, because this is not what we would see, you know, in a normal case with a regular grand jury, you would not hear, you know, for instance, people who sat on a regular jury speak until after somebody faced charges or was convicted or cleared. in this case, because it's a special grand jury in jury, the rules are a little bit different. and she is able to go out and speak publicly about some things related to the case. obviously, we saw a lot of that from her yesterday. we should note that the district attorney's office, they are not the ones that are responsible for authorizing whether these special grand juries can speak publicly. and i'm told they did not know she was going to go public until she started doing these interviews. but emily, she not only dropped hints about what was in the report, she made clear tha

we heard from sara murray, the statement from trump lawyers, but they always say that. and you were on the trump legal team, would this be enough to make you more concerned than you were before it was released? >> this document as i read it is more of a teaser for the full movie that's going to play here at some point in the future with this whole report. it was the introduction and it was the conclusion and certainly all of the meat is missing. if anybody was out there spewing -- think about this, there's three lanes they were spewing this nonsense about. one was the phone call that we all paid attention with brad raffensperger and others, then continual flow of conspiracy theorys that i think there will be some tough questions to answer around that. and in other areas out there that they'll have to be accountable for. and this fake elector process and how that was run. >> the grand jury's recommendations are not binding by any means. how much of an impact do you think this will have on the decision to indict? >> i think it will have a substantial impact. this is 23 gr

cnn's sara murray has details. do you know who these jurors say should face perjury charges? no names were listed, but i guess that opens the door to speculation. >> reporter: yeah, i mean if only we knew. i think what we are getting today is a small glimpse of the special grand jury's work. but we are not getting any names. we're not getting whatever they decided their recommendations were on who if anyone should face criminal charges. we are getting some of these lines about there are concerns that people lied under oath. it says the majority of the jurors believe that perjury may have been committed by one or more witnesses. they say the district attorney should pursue indictments if she finds there is compelling evidence to underlie these concerns about perjury. they also said that -- they came to unanimous agreement after talking to witnesses, georgia officials, after talking to poll workers that there was no evidence of widespread fraud in the two 2020 election. they heard from witnesses that were making that claim but they unanimously agreed there was no there there. w

we're covering all the angles with cnn's sara murray, kristen holmes and evan perez. sara, let me start with you. what are we learning from this grand jury report? >> these are really just snippets. the meat of what we want to know is who, if anyone, they recommended for criminal charges. of course that is not part of what we got today. the judge made clear that he thought it was too premature in the interest of fairness and due process to release that. we did get the introduction, conclusion and concerns about perjury. we also got a point the grand jury felt they needed to note, they said we find by a unanimous vote that no widespread fraud took place in the georgia 2020 presidential election that could result in overturning that election. that's in their introduction, it's where they run through that they talked to poll workers, investigators, they talked to georgia officials, and this is the conclusion they came to. obviously not the conclusion held by the former president and a number of his allies, but what this grand jury reached after months and months of invest

. >> michael and patricia, we have sara murray who has been combing through it, and what are you seeing so far? >> kate, what we had gotten so far is a couple of pages from the report as they were saying that the judge has pulled a lot of this back including recommendations of whether somebody should be charged with a crime, but the one section is frankly a paragraph on the belief that the witnesses lied before them, and in this paragraph, they recommended that the fulton county grand jury consider indicting some of the witnesses to perjury. the grand jury recommend that the district attorney seek appropriate indictments for such crimes where the evidence is compelling. so this is a sense of the tone of the grand jury, the belief that there were witnesses who came before them that lied under oath. their suggestion to the district attorney, and because ultimately it is up to her whether she is going to pursue indictments that maybe there is indictments worth pursuing coming to the perjury question. now, again, we are not seeing what the broader recommendations were or the names of the wi
